<br />will have lighting and heat, but will not be connected to City sanitary sewer and water <br />mam. <br /> <br />5.6 The proposed interim use of the property for a temporary classroom will not have an <br />adverse impact on the general public health, safety and welfare. <br /> <br />5.7 The proposed interim use of the property for a temporary classroom (school) is consistent <br />with the Roseville Comprehensive Plan and Zoning Ordinance. The garage meets all <br />setbacks required in the R -1, Single Family Residence District and is consistent with the <br />City's interim use standards. <br /> <br />5.8 The classrooms hours of operation will be from 7:00 p.m. to 8:30 p.m. Monday through <br />Friday during the school year (September 1 through June 15). Parking for users of the <br />classroom will be in the existing church parking lots to the west and the north. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided in this project report, staff recommends approval of <br />the interim use permit to allow a temporary Calvary Church classroom facility to be <br />located within an existing garage at 1039 Parker Avenue, subject to the following <br />conditions: <br /> <br />a. The interim use permit is limited to two years or 24 months. The interim use <br />permit will be reviewed administratively on an annual basis on the anniversary <br />date of the resolution granting by the City Council, with a staff compliance report <br />submitted to the Planning Commission and City Council annually, and within 120 <br />days of expiration of the Interim Use Permit. <br /> <br />b. The Interim Use Permit shall become null and void after 24 months of operation <br />unless the applicant reapplies for a future interim use permit 120 days prior to the <br />permit expiration date. <br /> <br />c. The Interim Use Permit is limited to the use as a temporary meeting space and <br />classroom. All participant parking will be in existing church parking lots to the <br />north and west of the garage, except for two spaces within the driveway. <br /> <br />d. The classroom facilities within the accessory building must be removed within 30 <br />days if the use as a temporary classroom is discontinued, and the building must be <br />returned to its former use as a garage or Church storage space. <br /> <br />e. A fire alarm system with strobe lighting shall be installed in the classroom. <br /> <br />f.
