<br />I \Vhore a basement is not included, tho building height shall be limited to t'.vo (2) stories. In <br />2 no event shall a building exceed thirty five feet (35') in height above the main entry or first <br />3 floor grade level (as defined in the approved project master plan or the Planned Unit <br />4 Development for the site) or as amended through a Planned Unit Development. <br />5 DE. Traffic: The site plan shall provide vehicular circulation routes away from residential areas <br />6 and avoid commercial vehicle ingress and egress from local residential streets to commercial <br />7 property sites. In the site plan review and approval process, every reasonable effort must be <br />8 made to design the site circulation so that service vehicles over one ton capacity do not use <br />9 routes which bring vehicles between a building and a residential district boundary. The site <br />10 plan shall also provide pedestrian access routes using walks or paths, including where <br />II practical, connections to adjacent residential areas. <br />12 Service vehicles over one ton capacity which enter or exit the site between the hours of ten <br />13 o'clock (10:00) P.M. and seven o'clock (7:00) AM. shall use a designated route approved by <br />14 the city. Deliveries and/or delivery truck access, in and on the site during the hours often <br />15 o'clock (10:00) P.M. to seven o'clock (7:00) AM., shall be limited to single unit, two (2) <br />16 axle vehicles not in excess of twenty six thousand (26,000) pounds gross weight. The <br />17 designated route shall keep vehicles at least three hundred feet (300') away from any <br />18 residential district boundary, or be completely screened by a building, wall, landscaped <br />19 berm, fence, or combination thereof from a point fourteen feet (14') above the ground at the <br />20 outside edge of the truck route lane to a point five feet (5') above the first floor (main level) <br />21 of the adjacent residences. <br />22 <br />23 ElL. Off-Street Parking: Off-street parking requirements shall be as listed in Section 1018, <br />24 subsection 1005.01D of this title, and in addition: <br />25 1. Where a +twenty four (24) hour uses is within three hundred feet (300') of a residential <br />26 district, that portion of the site within 300 feet shall provide screening of parking and driving <br />27 areas adjacent to residential areas. The screening, which must have a minimum opacity of <br />28 ninety percent (90%) year-round and a minimum height of six feet (6'), may be provided by <br />29 landscaping, walls, fences, berms, or combinations thereof. <br />30 2. Service delivery or non-customer vehicles shall not be parked or staged within three <br />31 hundred feet (300') of a residential district, except when actively loading or unloading. <br />32 3. In no case shall vehicle staging for unloading occur for more than twenty four (24) hours <br />33 on a site within any S-C district. <br />34 <br />35 FG. Off-Street Loading: Off-street loading shall be as listed in subsection 1005.01F of this title <br />36 and servicing space shall be designated for each store unit in the shopping district. Such <br />37 loading space shall be designed so as not to conflict with movement of vehicular traffic to <br />38 and from parking areas. <br />39 1. Any commercial loading dock within three hundred feet (300') of a residential district <br />40 shall be completely screened by a wall, landscaped berm, fence, or combination thereof <br />41 from an adjacent residential area, from a point fourteen feet (14') above the ground at the <br />42 loading area to a point five feet (5') above the first floor (main level) of adjacent residences. <br />43 2. Any commercial loading dock within three hundred feet (300') of a residential district <br />44 which is to be used for any reason by vehicles or equipment between the hours often o'clock <br />45 (10:00) P.M. and seven o'clock (7:00) A.M. shall be within a completely enclosed and <br />46 roofed structure.
