<br />1 Planning File 3459: Request by Brian Bean for a VARIANCE to Section <br />2 1004.01E (Exception) and 1004.02D5 (Yard Requirements - Side Yard <br />3 Setback) of the Roseville City Code to allow the construction of an <br />4 attached garage roughly 24 feet from the front property line and to <br />5 construct the same and other house improvements 3 feet from the side <br />6 yard (north) property line, for property at 1760 Dunlap Street. <br />7 <br />8 Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a <br />9 summary of the project report dated April 2, 2003. <br />10 <br />11 Brian Bean, 1760 Dunlap, has submitted an application seeking approval of a variance to <br />12 construct additional living area on to the north and west side of his home, which addition <br />13 will encroach 24 feet into the required front yard (Section 1004.01E - Exception) and 2 <br />14 feet into the required side yard (Section 1004.02D5 - Yard Requirements - Side Yard <br />15 Setback) of his parcel. <br />16 <br />17 The side yard encroachment, as proposed, is a continuation of an existing three-foot <br />18 encroachment allowed when the home was originally constructed in 1941. This side yard <br />19 encroachment would normally be processed under a Setback Permit, but because of the <br />20 front yard variance, it is combined with the variance to shorten the process and provide <br />21 the Commission and adjacent residents with a full scope of the proposal. <br />22 Chair Duncan asked if the garage was built with the original house (yes). <br />23 <br />24 Thomas Paschke explained the variances requested and the variance criteria. He <br />25 explained that an option would be to build a detached garage in the rear yard with an <br />26 extended driveway. <br />27 <br />28 Staff recommended approval as presented. <br />29 <br />30 Member Mulder asked the distance from the south wall to the property line (18 feet). <br />31 <br />32 Mr. and Mrs. Bean explained that Thomas Paschke had presented the information <br />33 correctly. She explained the need for the additional garage and driveway. Mr. Bean said <br />34 a back yard detached garage would destroy a backyard, shed, tear down a maple and <br />35 extend a concrete driveway. <br />36 <br />37 Member Peper asked what materials will be used; brick, stucco and new front design with <br />38 porch; brick may be half or full wall height. <br />39 <br />40 Member Mulder asked if the north wall could be staggered to break up a long wall; could <br />41 the mass of the wall be reduced. (the proposal allows the Beans to retain the existing <br />42 front entry). Will there be windows? (yes) The garage is 20' x 24'. <br />43 <br />44 Daniel Grundtner, 1768 Dunlap, adjoining neighbor to the north, explained he had <br />45 numerous concerns: <br />
