<br />8.6 Dedication of land for right-of-ways and any pond or utility easement required by the <br />Watershed must occur prior to the issuance of building permits. <br /> <br />8.7 Park dedication, as required by the City Code, Section 1103.07, must be reviewed by the <br />Park and Recreation Commission with a formal recommendation being received before <br />final Council approvals are granted. <br /> <br />9.0 PLANNING COMMISSION ACTION: <br /> <br />9.1 On April 2, 2003, the Roseville Planning Commission held the public hearing regarding <br />the Heritage Place Senior Housing Project. At the hearing three adjacent residents <br />addressed the Commission with questions regarding the site planning and building size. <br />The Commission also asked staff for clarification on right-of-way dedications, building <br />design, easements, and parking requirements.. <br /> <br />9.2 The Commission voted (7-0) to recommend approval of the request for preliminary plat <br />approval; recommend approval of the rezoning from B-1 (Limited Business District) to <br />PUD with an underlying zoning designation ofR-3 (General Residence District); and <br />recommended approval of the General Concept PUD, subject to the conditions indicated <br />in Section 8 of the project report. <br /> <br />10.0 SUGGESTED CITY COUNCIL ACTION: <br /> <br />10.1 The City staff and Planning Commission have determined that this project is consistent <br />with the direction provided by the Comprehensive Plan, which encourages housing <br />diversity and revitalization and meets the GENERAL CONCEPT PLAN approval given <br />by the City Council on April 28, 2003.
