The property in question is a 12.4 acre site owned by the <br />Swahn Liquidating Trust, ~embers of the Glick Brewing family <br />who have owned the site for many years. The property is <br />zoned B-14 and is a part of the original tax increment <br />dIstrict established by the city in 1983. Our conversations <br />with representatives of the Swahn Trust have resulted in <br />mutual objectives to develop the land ultimately for a <br />significant office structure and a hotel. <br /> <br />2. The staft has met at frequent intervals with representative~ <br />ot the applicant resulting in the evolution of a design <br />proposal to construct approximately 203,000 square feet of <br />nflt usable office space and five interconnected structures, <br />varying trom two to four stories in height. A total of <br />1,020 parking spaces are provided of which some ,~u ~paces <br />are on the surface and 280 spaces are in garages located <br />under the structures. <br /> <br />3. Attached are reduced copies of the series of drawings <br />illustrating the development of the site and a four-page <br />statement from the developer outlining the elements of the <br />proposal. <br /> <br />~. The origInal tax increment program estimated a valuation of <br />$12 million of deve10pcent on the site. The proposal, as <br />SUbllli tted, is estimated it at approxiCla tely $1 a million. <br />The original tax increment program included a soils <br />correction and drainage program to ellminate the ponding <br />area neal' the northeast corner of the site. It is found, <br />however. that a substantial portion of the site is afflicted <br />with severe solI prOblems and, thus, the tax increment <br />program is designed to wri te down the land, a portion of <br />which will cover large sol1s corrections costs. Craig <br />Waldren, Economic Development Dlrector, has been working <br />closely with the applicants to design a rather djfficult tax <br />increment program to achieve a workable development. <br />
