.

.

.

-
Planning Office Hours
May 6, 1987

e

Page 4

Dave Janlsch retrieved the Councl.l's license appro"al with
conditlons, which note that toe drlve alen and front of the
property on Rice St:cct l.S to be redone Wl.th poured in place
concrete curb, and that there shall be a SlX root high, wood
opaque fence on the property line on th~ west, north, and
south s~des of the parccl up to a line extcnded along the
rear (west) sl.de of the buildlng.

~

I prepared a sketch lndlcatlng the way 1.( which the
mlght be bUllt, wlth t~o, twenty-four foot driveways
the cu~bing back to the sldcwalk at the front
buildl.ng, and to thc parking areas to the north and
the buildlng.

curbing
carrying
of the
south of

Mr. Schaar seemed reluctant to do this much work. I noted
that if this were a new structule or more than flfty percent
expans1on, the entire parklng area would be required to be
curbed. He also wanted to bUlld the fence to the south of
hlS southwest corner across the contlguous property, so as to
prevent people from walklng through the properties toward the
lake. I suggested that the Counc1l approval, as proposed,
would have to be ~arrled out, and that staff could not makc
any adjustments to thlS requirement.

7. Chrismer. 427-3586*
Tom Chrlsmer is wlth Holmes Frelght Lines, Inc., who are
proposing to lease somc of the frelght tcrmlnal space from
Twln City Frelght Company on the west sl.de of 3SW. Ia our
meetings with Twin City Freight owners, we have been
encouraging them to stay, and operate their facility untll
such time as the land is marketable for mult1-storied office
sturctures. TCF is proposlng to lease space to Holmes
Frcight Lines (the east end of the building). These folks
need some additional office space during the term of this
lease. The lease lS set for two years.

The proposal is to park a 56' x 12' mobilc offl.ce, parked
cont.i.guous to thc bUJ.ldlng, parallel to the truck parking
spaces on the north side of the structure. I suggested that
this could be accompllshed through dn application for a
temporary bu~lding through ~he Councll. It would appear that
a mobile office park in this way would be relatively incon-
spicuous in&srr.uch as lt would be among other tractor/trailer
units utilizing the loadlng doors both east and west of this
location, contiguous to the bU1ld1ng.

It would seem approprl!tc for the Clty to asslst the land-
owner In helpl.ng to lease the buildlng for an inter1m period
of tlme, rather than having them attempt to do a "forced
sale" before the property lS ripe for lts more lntensive
quality use for offlCe structurcs ln accordance wlth the
zoning proposed for the land.
