On the remainder of the land the appliea'lt proposes to construct a neigh- <br />borhood shopping center oriented around an interior pedestrian mall. The <br />applicant has hod plans ptepared by the Apache Engineering Corporation <br />and Eldrich Morrison, on architect frOl'll the White Bear area. We have <br />revie.....ed the~ plans in some detoil, along with other staff memben from <br />the Villase, and suggest thot the development proposal would constitute <br />a considerable improvement in the immediate area. You are awa.e of the <br />fact thot we have a good residential orca to the south of the property in <br />ql.ldicn, ond 0 fine junior high school across Coul'lr, Road B to tho north. The <br />proposed shopping center would incOfpo,ate the existing buildings, creating <br />a shopping center wilh a totol building area of 46,000 sq. ft. Based on a <br />slightly more thon 6()%. net retoil space, the applicant provides one parking <br />space for 85 net !~. ft. of retail orea os required in the ordinance. The <br />total number of porking spoces would be 334 cor', placed to the east end the <br />west of the propo~d shopping center structures. The G?plicant has submitted <br />detailed topographical plans, grading plans, landscape plans, and preliminary <br />plans for the shopping center ihe1f. These large scale drawings will be <br />available at the hearing, as prepared by the engineers and architects involved. <br /> <br />4. There is a porcel of land thot would be to the south of the proposed oil station <br />~ite (just west of Dole Street) which is to be reserved for a future medical <br />building. We wggest that this will be a very appropriate use for the property <br />in question, oJugmenting the potential for the neighborhood mopping center <br />os proposed in the moin body of the property. In general, we suggest that the <br />development pt'oposal is well.done, and will constitute 0 maior improvement <br />to the area. <br /> <br />5. You will note thot the de~ign su9ge~s 0 s.ervice area enclosed on three sides, <br />just off the mall in the center of the development. We would suggest that <br />this is 0 much more apjlfopdate solution than the usual strip 5efVice area found <br />behind the typical lineal type Vlopping center de...elopment. The applicant <br />suggests 0 program of tree planting along the south side of t~e property at the <br />base of the hill behmd the homes fronting on Eldridge Street to the south. We <br />discu~sed with the cpplicant the feasibility of planting the entIre hillside with <br />small evergreen seedlIngs. If this were done over 0 period of 0 short time, this <br />steep hillside could be totolly covered with an evergreen tree growth that <br />would enhance the beaut)' of Ihe orca, not only in the summer, but in the <br />winter os well. ThIS hill, of course, IS pd...ate property owned by the occupants <br />of the homes fronting on Eldridge Streel. Obviously, the approval of these <br />persons would be nec~mory in planting the hillside as suggested.
