Attached to this report is a copy of a large-scale <br />comprehensive land use plan of a portion of the city <br />including the properties proposed to be redeveloped by <br />Woodbridge Pl'opertles. The properties effected are shaded <br />light gray and ntlted as "SUbject propertytt. In 1979 when <br />. the last comprehen3ive plan was done, we looked at thiS area <br />of the city realiZing that the Slngle family homes remainlng <br />on the enst side of Raymond were adversely impacted by the <br />. existenC'e of the freeway. We were '-OUCt:C ,ed at t.:ICl~ time, <br />however, that land values would not rise rapidly enough t~ <br />merit the costly process of purchasing these homes at <br />greater than their resident.ial value and remoVlng them fot' <br />non-residential redevelopment. The land use solution, thuS, <br />. was to leave the low-density reSidential (LR) and proposing <br />a medium-densl ty residentlal (MR) to the east I Wh.l.....H would <br />be complitible with the single-family homes that eXlst on <br />Raymond. <br /> <br />2_ I!owever, due in part to the positive loflupnce of the tax <br />increment clstrict in Roseville and the subsequent <br />development of the two additional shopping centers north of <br />Rosedale, there has been a troe;nendous demand for bU::I ioess <br />properties and multi-family houslng properties 10 the City. <br />We have had in the past two years a number of requests to <br />consider discount store anchored shopping centers on the <br />properties shown MR on the plan at the northwest corner of <br />.. County Road C2 and Cl ~veland. We have informed potential <br />developers of portions of these propertles that the only <br />appropriate way the city would consider such drastiC land <br />use chang~s would be for a develorer to acqUlre all of the <br />prop~rties and come up with a reuse plan uCllizing the <br />
