<br />5.10 The proposed street designs are consistent with the City Code. The proposed streets also <br />include designated on-site parking areas similar to those recently installed by the City at <br />Josephine Road and West Owasso Boulevard. The Fire Marshall approved of the design; <br />however a determination is necessary to conclude whether a fire truck can get through the <br />radius indicated within each cul-de-sac. <br /> <br />5.11 This development project is located within the Rice Creek Watershed and its grading and <br />drainage plan must be reviewed by the Watershed. Further, the Roseville Engineering <br />Department must review and approve these plans as well to ensure consistency with Rice <br />Creek's approval and the City Code requirements. The plans submitted for <br />consideration are only preliminary and may see changes before the final design is <br />complete and approved by the required agencies. A utility and drainage easement is <br />required around the periphery and must ten-feet in width (where no matching easement is <br />available). <br /> <br />5.12 Utility services (City water, sanitary sewer, and storm sewer) will be provided from <br />existing services within the County Road B right-of-way. In the case of the proposed <br />watermain plan, the hydrant in the western most cul-de-sac must be relocated to the front <br />of units 23/24 and an additional hydrant provided south of Unit 20. The remaining <br />hydrants can remain where proposed. The proposed drainage plan and storm sewer <br />design has been slightly modified from the plans included with the report. The changes <br />that have occurred are the design of the pond; and the addition of a catch basin on the east <br />boundary; the creation of rectangular infiltration area as a component of each catch basin. <br />The sanitary sewer has remained the same as initially proposed and appears to be <br />adequate. The developer will be responsible for the installation of all utilities and a <br />Metro SAC (sewer availability charge) of$I,200 per unit. <br /> <br />5.13 Stonecrest has submitted a landscape plan that indicates both preserved trees and <br />proposed trees to be installed along the street boulevards and in areas to augment existing <br />trees or provide added screening/buffering. The home owner association will be <br />responsible for all maintenance and irrigation. <br /> <br />5.14 Park dedication for the 24 unit development is required and must be in the form of a cash <br />payment in lieu ofland dedication amounting to $400.00 per lot or $9,600.00. According <br />to the City Park System Plan no fmiher land is required in this area. The contribution will <br />be added to the park redevelopment fund for the benefit of all city users (because this is a <br />new plat, the Park and Recreation Commission must review this proposal, August 6, <br />2002, and make a fornlal recommendation). <br /> <br />5.15 The Development Review Committee suggests the following items/modifications be <br />considered by the Planning Commission for possible inclusion in their recommendation <br />to the City Council. They include: <br /> <br />..
