<br />6.10 This development project is located within the Rice Creek Watershed and its grading and <br />drainage plan must be reviewed to receive certain permits by the Watershed. Further, the <br />Roseville Engineering Department must review and approve these plans as well to ensure <br />consistency with Rice Creek's approval and the City Code requirements. <br /> <br />6.11 The final plat must include a utility and drainage easement around the periphery which is <br />ten-feet in width (where no matching easement is available). <br /> <br />6.12 Utility services (City water, sanitary sewer, and storm sewer) will be provided from <br />existing services within the County Road B right-of-way. Final locations of hydrants will <br />be reviewed and approved by the Fire Marshall prior to the issuance of permits. The <br />proposed (revised) plan indicates a pond design modification that allows the pond to <br />spread out creating a shallower design. Catch basins have been added to address storm <br />water issues on adjacent properties, and their design is that of a rectangular infiltration <br />area, as requested by Rice Creek Watershed. The sanitary sewer has remained the same <br />as initially proposed and appears to be adequate. The developer will be responsible for <br />the installation of all utilities and a Metro SAC (sewer availability charge) of$1,200 per <br />unit. <br /> <br />6.13 The Roseville Park & Recreation Commission recommended that the City accept a <br />payment in lieu of land dedication for the Stonecrest development. This cash payment to <br />the city amounts to $400.00 per lot or $8,800.00. <br /> <br />6.14 On Tuesday, September 24, 2002, the developer met with property owners directly <br />adjacent to the development to review the proposed landscape plan. At the meeting <br />residents commented about the final design and its improved open space and the <br />landscaping around the periphery. The current plan is in the process of being revised <br />based on comments received from the meeting. <br /> <br />6.15 The landscape plan should be a working plan, which is field inspected and modified to <br />address utility line, slope, and view line issues. Field marking should take place to <br />properly address neighboring property owner screening concerns, which may require <br />(with permission) planting of trees on private property. The home owner association will <br />be responsible for all maintenance and irrigation. <br /> <br />6.16 A final tree preservation plan and tree markings should be completed and be reviewed <br />and approved by the City Staff. This plan should plan be a working plan that attempts as <br />best as possible to save all trees indicated an identified in the field.
