Plannin2: File 3443: Request by Richard Prokop for a 1,541 square foot <br />(15%) Variance to Section 1004.01A6 (Maximum Total Surface Area) and a <br />1 Yz foot Variance to Section 1004.02 (Dwelling Dimensions - Setbacks - Side <br />Yard) of the Roseville City Code to allow the replacement of an attached <br />garage with a 24 foot by 40 foot (913 square foot) attached garage. <br /> <br />Chair Duncan opened the hearing and requested the City Planner provide a <br />summary of the project report dated November 6, 2002. <br /> <br />Thomas Paschke explained that Richard & Joan Prokop have applied for a 15% <br />variance to Section 1004.01A6 (Maximum Total Surface Area) to allow the <br />addition of a larger attached garage(913 square feet) to their home at 700 County <br />Road B2. <br /> <br />The Prokop home is a 1966 rambler situated on a 10,120 square foot lot. The <br />home has a footprint of 1,488 square feet (28 feet by 40 feet); an attached 352 <br />square foot (16 feet by 22 feet) garage; and patio, driveway, and in-ground pool <br />pavement of 1,888 square feet. Given these current site conditions the Prokop's <br />have a current impervious coverage of 38% or 3,868 square feet. <br /> <br />The proposed improvement, elimination ofthe existing 352 attached garage and <br />replacing it with a larger, more functional attached garage of913 square feet, <br />brings the total impervious coverage ofthe parcel to 4,577 square feet or 45% <br />(Code maximum 30%). <br /> <br />Based on the information provided and the findings in Section 5 of this project <br />report, the Community Development Staff recommended approval of a 10% <br />variance (1,541 square feet) to Section 1004.01A6 and a 1 foot variance to <br />Section 1004.02D5 of the Roseville City Code for Richard & Joan Prokop to <br />allow the construction of a 913 square foot attached garage to the principal <br />structure at 700 County Road B2, subject to the following conditions: <br /> <br />a. All existing and proposed building and site improvements shall not exceed <br />4,577 square feet of impervious area. <br /> <br />b. The attached garage being limited to a maximum size of913 square feet as <br />indicated on the survey. <br />c. The attached garage not encroaching more that .15 feet on the north and 1.14 <br />feet on the south of said structure as per the survey. <br />d. The installation of windows along the west side of the attached garage to <br />break-up the long mass of the building wall. <br />e. The installation of roof gutters to properly direct roof drainage away from the <br />west property. <br />f. The review and approval of a building permit consistent with the approved <br />plans and variance. <br /> <br />General discussion ensued regarding the height and lot coverage. (There is a <br />small pool and garden shed (10xI2) in the rear yard). <br />
