A detailed review of utility connections will be conducted by the City Engineer at the time of <br />44 <br /> submittal and must be approved prior to approval. <br />45 FINAL PLATFINAL PLAT <br />Drainage and utility easements will be required along the perimeter of the developed lot with <br />46 <br />a width to be determined by the City Engineer. Also, sufficient right-of-way or easement <br />47 <br />will be required, as well as the construction of a pathway by the developer/applicant along <br />48 <br />the east side of Cleveland Avenue from Twin Lakes Parkway to the north limits of the <br />49 <br />development. <br />50 <br />Roseville’s Parks and Recreation Commission will be reviewing the proposed <br />51 PRELIMINARY <br />with regard to the park dedication requirements of §1103.07 of the City Code and <br />52 PLAT <br />providing a future recommendation of either a land dedication or cash payment in lieu of <br />53 <br />land. The assumes that the requirement will be a cash payment. <br />54 PRELIMINARY PLAT <br />PC <br />UBLICOMMENT <br />55 <br />At the time this report was prepared, Planning Division staff has not received any <br />56 <br />communications from the public about the request. <br />57 PRELIMINARY PLAT <br />OAR <br />UTSIDEGENCYEVIEW <br />58 <br />Because this proposed lies adjacent to a Ramsey County roadway (Cleveland Avenue – <br />59 PLAT <br />County State Highway 46), the County Traffic Engineer has been provided a copy of the <br />60 <br /> and has been asked to provide comments. To date, the Planning Division has <br />61 PRELIMINARY PLAT <br />not received any comments. <br />62 <br />R <br />ECOMMENDATION <br />63 <br />Based on the comments and findings outlined above, the Planning Division recommends <br />64 <br />approval of the proposed pursuant to Title 11 of the Roseville City Code with <br />65 PRELIMINARY PLAT <br />the following conditions: <br />66 <br />a. <br />The developer/applicant is responsible for coordinating grading, drainage, and storm <br />67 <br />water management plans with the adjacent (north) proposed development site to <br />68 <br />potentially eliminate unnecessary grade changes, portions of a retaining wall, and a <br />69 <br />steeper-than-preferred joint access grade; <br />70 <br />b. <br />The developer/applicant is responsible for its share of the required traffic study or $2,554 <br />71 <br />payable to the City of Roseville; <br />72 <br />c. <br />The developer/applicant is responsible for construction of a pathway (sidewalk) along the <br />73 <br />east side of Cleveland Avenue from the northern property to the walkway along Twin <br />74 <br />Lakes Parkway as approved by the City Engineer; <br />75 <br />d. <br />The preliminary plat assumes a shared access with the property to the north on to <br />76 <br />Cleveland Avenue. Due to access spacing requirements of Ramsey County, City staff <br />77 <br />expects to receive a letter from the County denying access to Cleveland Avenue; <br />78 <br />e. <br />The proposed access at Twin Lakes Parkway, if approved by the City Engineer may <br />79 <br />disrupt an in-place storm water best management practice device installed as part of the <br />80 <br />Twin Lakes Parkway Phase I project. Any mitigation that is necessary due to such <br />81 <br />disruption as well as any costs and/or engineering services related to said mitigation and <br />82 <br />changes to the in-place agreement between Roseville and Rice Creek Watershed District <br />83 <br />will be the sole responsibility of the applicant; <br />84 <br />PF15-002_RPCA_010715 <br />Page 3 of 4 <br /> <br />
