During construction, staff will work with those property owners who wish to make driveway <br />improvements outside of the areas necessary for the road project. The cost of any private <br />driveway improvements is the property owner's responsibility. <br />Efforts will be made to protect and retain the trees that currently exist in the right-of-way. <br />When necessary, however, trees will be removed to allow for the proposed improvements. <br />Several trees are expected to be removed as part of the sidewalk/pathway project and a few <br />large trees will also be removed in order to meet the stormwater requirements for the project. <br />Staff will work with other public and quasi -public utilities to coordinate other utility <br />improvements with the street reconstruction project. Minor changes to the existing electric, <br />telephone, and cable TV may be necessary for this project. <br />Special Considerations <br />All items in this section of the report have been presented and discussed with the residents <br />during the public involvement process. <br />A. Street Design <br />As a part of any street design project, staff takes a comprehensive look at the road to be <br />reconstructed and identifies ways that the corridor can be improved for all users. When <br />considering the new street cross section it is important to take into account the existing street <br />alignment, right- of- way, traffic volume, surrounding land use, and parking needs. The existing <br />conditions for all of the following items were discussed in the previous section. What follows is a <br />discussion of the proposed street design <br />1. Pathway <br />Staff is recommending that the project include the construction of a pathway along the <br />south east side of Victoria Street. This is consistent with existing City policies included in <br />the Pathway Master Plan and Comprehensive Plan. <br />The sidewalk will address the following items discussed in the Pathway Master Plan and <br />referenced in the Comprehensive Plan: <br />1. Address issues related to (Page numbers correspond to the Pathway Master Plan): <br />Safety (pg 15) <br />• The sidewalk will improve safety for children, senior citizens, people with <br />disabilities, pedestrians, bicyclists, and all light traffic. <br />Connectivity (pg 15) <br />• Improve the ability to safely travel from location to the next <br />• Provide connections to and from Reservoir Woods Park, the existing trail along <br />Roselawn Avenue and the City of St. Paul's existing and future bike and <br />pedestrian facilities south of Larpenteur Ave. <br />2.
