<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 The odd triangular corner parcel is approximately 11,595 square feet in size. The current <br />City Code requires corner lots to be 100 feet by 100 feet and 12,500 square feet in size. <br />Section 1004.01A6 of the City Code allows the 11,595 square foot parcel to have a <br />maximum impervious coverage of 3,479 square feet. <br /> <br />4.2 The submitted plan, a walkout rambler, illustrates the home set 3.5 feet from the north <br />property line adjacent (South McCarrons Boulevard) and 6 feet from south property line <br />(W oodruff Avenue) on an odd shaped triangular lot. The proposal also calls for a deck <br />on the main lever to be placed within 1.5 feet from the north property line. The <br />submitted plan includes an estimated 3,241 square feet of impervious surface coverage, <br />but the proposed gravel driveway must be a hard, all weather surface, increasing the <br />proposal to 3,531 square feet. <br /> <br />4.3 Given the submitted plan layout, the proposal requires a variance to Section 1004.01A6 <br />(Maximum Total Surface Area); a variance to Section 1004.02D4 (Dwelling Dimensions <br />_ Setbacks); a variance to Section 1004.02D5 (Dwelling Dimensions - Setbacks); and <br />1012.02B2 (Certain Structures Not Considered Encroachments) of the Roseville City <br />Code. <br /> <br /> <br />4.4 Specifically, the applicants seek a 52 square foot variance for impervious coverage on <br />the 11,595 square foot lot; a 27.5 foot front yard setback variance for that portion of the <br />structure adjacent to North McCarrons Boulevard; a 24 foot front yard variance (or <br />corner side adjacent to street) for that portion of the structure adjacent to Woodruff <br />Avenue; a one foot variance to allow a deck to within 1 foot of a property line. <br /> <br />4.5 The parcel is designated Low Density Residential in the Comprehensive Plan and it is <br />located in the R-l, Single Family Residence Zoning District. <br /> <br />4.6 This area of Roseville was originally platted in 1939 as Rolling Green. The former home <br />was constructed in the late 1960's, which structure stood on the parcel until 1998. The <br />subject parcel, lot 1, Block 3, also experienced a minor amendment in 1978 that changed <br />the east property line. <br /> <br />4.7 In 1998 the former home located on the subject parcel had to be removed due to an <br />inadvertent heating oil spill in the basement that contaminated the structure. Since that <br />date all petroleum contamination has been removed for the property and the parcel <br />graded accordingly. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Section 1004.02D4 of the Roseville City Code requires a 30 foot minimum setback for a <br />side yard on a corner lot adjacent a street; similarly, Section 1004.02D5 requires a 30 <br />minimum setback in a front and rear yard; impervious coverage is limited to 30% of the <br />lot/parcel size; and decks must be setback a minimum of two feet from a property line. <br /> <br />PF3447 - ReA 121602 - Page 2 of 6 <br />
