<br />4.0 SITE/PROJECT SPECIFICS <br /> <br />4.1 The existing Gem Investment property includes two parcels totaling 2.8 acres. The site is <br />currently improved with three large structures (estimated at 2,500 sq. ft. - northern most <br />structure, 3,500 sq. ft. - center structure, and a 4,500 sq. ft. Quonset hut) and 5 accessory <br />buildings. The property also has many semi-trailers, trucks and assorted items stored on the <br />premises. Buildings on the property date from 1955, 1958, and 1962. <br /> <br />4.2 Based on the proposal by Mr. Casci, he would own both lots and would lease the northern lot to <br />Abra Auto Body & Glass. <br /> <br />4.3 Adjacent land uses include showroom/warehousing (Renewal by Anderson) directly adjacent to <br />the west, food preparation (Augies), office/warehousing (Wheeler Hardware) and multi tenant <br />warehouse/distribution to the east, multi tenant office/warehousing to the south, and Twin <br />Lakes Corporate Center and the remains of a truck terminal (Indianhead) to the north. <br /> <br />4.4 More importantly, the area lies adjacent to County Road C, which is slated for reconstructed <br />beginning this year and continuing through 2004 and the 170 acre Twin Lakes redevelopment <br />area. <br /> <br />4.5 Roseville's policy has been to use site-specific Planned Unit Development Zones and <br />Development contracts in redevelopment areas with mixes of uses. Abra Auto and the Casci <br />office/warehouse structure will be created as one Planned Unit Development zone. <br /> <br />4.6 The two existing parcels will be replatted into two new lots. The first lot will be approximately <br />93,193 square feet in size and include the Abra Auto facility and associated improvements. <br />This parcel will take up the northern % of the parcel. The second lot, located to the far rear Yt <br />(south) of the site, will be approximately 33,278 square feet in size and consist of the Casci <br />office/warehouse structure. <br /> <br />ABRA DEVELOPMENT: <br /> <br />4.7 The 1.9 acre Abra Body and Glass site will consist of a 17,950 square foot structure located on <br />the front (northwest) portion of the lot. Ten parking spaces will be provided at the front (north) <br />for customers along with a vehicle access into the structure. Additionally, the Abra site <br />development proposes 50 parking spaces along the east side of the lot and 48 spaces behind the <br />structure and within a fenced enclosure. There are also vehicle access points into the structure <br />along the east and south sides of the building. <br /> <br />4.8 Access to the site will initially be from County Road C. In the future, a frontage road will be <br />constructed as part of the County Road C reconstruction project between the subject parcel and <br />the railroad right-of-way, which will direct vehicular traffic to the new Prior Street intersection <br />with County Road C, which may eventually be signalized. <br /> <br />4.9 The Abra structure will be constructed of color impregnated (tan) burnished block, spandrel <br />glass panels, glazed accent (black) blocks, pre-finished metal (silver) panels and flashing, as <br />well as anodized aluminum doors and windows. <br /> <br />PF3448 - RPCA Concept Plan - 030503 Page 2 of 6 <br />
