<br />7.16 Through the subdivision (Title 11 ofthe City Code) of the property a dedication ofland for <br />frontage road and any utility and/or drainage easements is required by the Public Works <br />Department. The Rice Creek Watershed may require additional easements that must be <br />recorded separately and prior to the issuance of any building permits. <br /> <br />7.17 The City's park dedication (cash-in-lieu of dedication) will be required for this development in <br />the amount of 5% the current pre-development market value. The City Staff has estimated a <br />market value for the existing property of $460,000 and a 5% fee of$23,000. The park <br />dedication requirement will be forwarded to the Park and Recreation Commission for review <br />and a recommendation. <br /> <br />7.18 No additional accessory structures or buildings will be permitted on either lot without an <br />amendment of the Planned Unit Development Agreement. <br /> <br />8.0 DETAILED STAFF RECOMMENDATION: <br /> <br />8.1 The Staff believes this project is consistent with the Tower Place Master Plan and is consistent <br />with the Comprehensive Plan and the Zoning Code using a PUD process. The staff <br />recommends the Planning Commission take the following actions regarding the request: <br /> <br />8.2 By motion, recommend approval of the preliminary plat for Abra Auto body & Glass and <br />Gem Investments, creating two lots with necessary utility, shared access, and drainage <br />easements and the necessary park (fee) and frontage road right-of-way dedication as required <br />by the City Engineer and Ramsey County. <br /> <br />8.3 By motion, recommend approval of the rezoning request by Abra Auto Body & Glass and <br />Gem Investments changing the current zoning of the property from I-I, Light Industrial District <br />to Planned Unit Development with an underlying zoning of I-I, Light Industrial District. <br /> <br />8.4 By motion, recommend approval of the General Concept pun Plan for a mixed-use <br />planned unit development consisting of an 18,000 square foot automobile repair facility and a <br />7,200 square foot office warehouse facility, subject to the conditions listed in Section 8 of this <br />project report. <br /> <br />8.5 Note: This request is for General Concept approval and all conceptual/preliminary plans along <br />with the requested zoning change become effective only after the approval ofthe final plans <br />and recording of the PUD agreement. <br /> <br />Prepared by: City Planner Thomas Paschke (490-2236) <br />Com.
