<br />ABRA Auto Body and Glass is proposing to construct a new facility where job <br />estimating, insurance claim processing, parts management, vehicle preparation, body <br />repair and painting will be conducted. All activities are conducted within the building. <br />No repair or painting occurs outside the building. No parts or materials are stored outside <br />the building except trash that is stored in an opaque enclosure. Parked cars awaiting <br />repair will be located behind the building in a screened, secure area enclosed by a not less <br />than five (5) feet high. <br /> <br />The use is compatible with the character of the surrounding area and neighborhood. The <br />hours of operation are in harmony with other area uses. ABRA's customary hours of <br />operation are 8:00 a.m. to 6:00 p.m., Monday through Friday, 9:00 a.m. to noon on <br />Saturday and closed Sunday. The fact that no business is conducted outside the building <br />makes this a very attractive use. The new building design for ABRA is <br />commercial/office in character and will make an attractive addition to the neighborhood. <br />The office warehouse space in the rear of the site will be designed to complement the <br />ABRA building. <br /> <br />The use is consistent with the Roseville Master Plan. The plan proposes business use for <br />this site. The ABRA proposal fits with a stated intent to provide uses on this site that <br />need the commercial visibility of this area and to keep traffic loads manageable. <br /> <br />ABRA will employ 20 - 25 people. 95% of the staff are full time employees. Salaries <br />range from $20,000 to $80,000 per year and 50% earn more than $50,000 per year. This <br />project meets the community's desire to attract good jobs. <br /> <br />The building's architecture and site improvements are consistent with the City's Design <br />Standards. The building massing, use of high quality materials such as burnished block, <br />and extensive glass, colors and site orientation all address the recommendations of the <br />Standards. The site will be designed to accommodate the existing multi use trail and the <br />improvements proposed for it so ample accommodation of pedestrian, bicycle and vehicle <br />traffic has been planned. <br /> <br />The landscaping plan uses plant materials that are native to the area and fully hardy. <br />View framing and screening of less desirable aspects of the site development have been <br />used in the preparation of the landscaping design. Through the use of a high level of <br />quality plant materials and attractive, ample screening of auto and trash storage, adequate <br />landscaping and visual control will be achieved. The landscaping improvements will be <br />matched and complemented by both buildings' proposed landscaping plan. <br /> <br />This proposal will not create an over-intensive use of the land. The site is of ample size <br />to accommodate the buildings and necessary parking, together with a substantial amount <br />of open space. <br /> <br />The project will have a positive impact on the city's redevelopment efforts. In addition to <br />presenting a fresh new image for the site, the ABRA facility will yield some $4,000,000 <br />
