<br /> <br />DATE: <br />ITEM NO: 9. <br /> <br /> <br />Department Approval: <br /> <br />Manager Approved: <br />~~v( YJu.A:;ij~ <br /> <br />Agenda <br /> <br />Item Description: <br /> <br />Twin Lakes Moratorium to complete Master Plan and Financial <br />Analysis (PF 3552) - FIRST READING <br /> <br />1.0 REQUESTED ACTION <br /> <br />The Council is asked to consider adoption of an interim ordinance to allow for more time to <br />complete studies on the impacts of the Twin Lakes Stakeholders and Master Developer's plans, <br />amendment to existing comprehensive plan documents, changes to the Alternative Urban Areas <br />Review (AUAR) and other documents. A land use and finance study is underway that would address <br />many of these issues. The City Attorney reviewed the interim moratorium ordinance for <br />consideration by the Council (see the attached ordinance). <br /> <br />2.0 BACKGROUND <br /> <br />2.l A Stakeholders Study of Redevelopment within Twin Lakes has been underway since <br />February of2004. Approximately 35 people have meet consistently twice monthly to work <br />with the master Developer, sub developers and planning consultant John Shardlow to refine <br />the land uses and development opportunities within the 280 acres Twin Lakes area. <br />Significant changes from a high tech mixed use Business Park with 3,000 or more jobs to a <br />residential neighborhood with 3,000 or more residents and limited retail is a possibility. <br /> <br />Based on the discussion by the Council, Stakeholder and Master Developer input and staff <br />suggestions, a number of issues are being studied in more detail to determine whether <br />additional planning and environmental documents are necessary. The Master developer and <br />the City must also complete a finance plan and a development agreement by March 31,2005. <br />A moratorium a halt in the issuance of most permits except safety and maintenance <br />provides an opportunity to complete the studies without further complication from additional <br />buildings or improvements which could inadvertently alter the Master Plan and process. <br /> <br />2.2 There are a number of current proposals for uses within Twin Lakes that are contrary to the <br />proposals outlined in the City's Master Plan. <br /> <br />. used car and leasing lots <br />. used and new truck sales <br />. exterior renovations/expansions to retail and office buildings <br />. changes in uses from warehousing to uses not permitted in industrial areas <br /> <br />PF3552 - ReA (07-12-04) - Page 1 <br />
