<br />III <br /> <br /> <br />centers. <br /> <br />2.3 The moratorium will provide about 9 months (July 12, 2004 through March 31,2005) for the <br />completion of the studies and agreements, (whichever is sooner) to implement any changes to the <br />City's Comprehensive Plan and Official Controls. <br /> <br />3.0 PROPOSED STUDY <br /> <br />3.1 Based on the Master Developer's Plans and the comments/recommendations from the <br />Stakeholders and the Planning Commission, The staff proposes to complete items listed <br />below and to prepare a report for the City Council and the Planning Commission. <br /> <br />Items that could be studied include the following: <br /> <br />A. AnIendments to the Comprehensive Plan. <br /> <br />B. AnIendments to the AUAR <br /> <br />C. AnIendment to zoning and PUD documents <br /> <br />D. Completion of the Redevelopment Finance Plan and inventory of blighted <br />properties. <br /> <br />E. Completion of a Master Developer Development Agreement <br /> <br />Other items: <br /> <br />F. Is there a traffic increase and circulation disruption within and adjacent to the <br />Twin Lakes area? AnIendments to the traffic and road plans as needed. <br /> <br />G. What are appropriate parking lot lighting, security lighting, and signage <br />lighting? <br /> <br />H. How are the grading, drainage, and on-site/off-site ponding affect of the <br />developments and surrounding area? <br /> <br />1. How is car and truck parking handled? <br /> <br />J. What is the process for effective trash handling and clean up of on-site <br />debris? <br /> <br />K.
