<br />City of Roseville Variance Board <br />Community Development Department <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />It was my fortune to move to Roseville in July of 1989. My wife, Nancy, and I have <br />enjoyed the years since, living here, raising our 3 sons as well as having my private <br />business in Roseville. My 2 youngest sons attend Roseville High School and Roseville <br />Middle School. <br /> <br />We enjoy our house very much, we enjoy the winters for their sports, but spring, summer <br />and fall find us often on our deck, working in the backyard, or in Nancy's gardens, which <br />are her pride. <br /> <br />Unfortunately, as the years have passed other families have discovered the wonders of the <br />City of Roseville and thus our population has grown. This coupled with an increase in the <br />populations of the suburbs to our North and East, and a desire to avoid excess traffic on <br />our major arteries, has resulted in a drastic increase in vehicular traffic on Roselawn. <br />Likewise, especially in nice weather, we find excessive numbers of walkers, runners, and <br />bicyclist. <br /> <br />Weekday rush hour traffic has grown to such an extent in numbers and in noise, that it is <br />now impossible to simply sit and talk, or attempt to entertain on our backyard deck from <br />4-7 p.m. Sometimes in the morning, especially in the summer, we would like to sit on <br />the deck for breakfast, but the noise from buses, trucks, motorcycles, and human traffic <br />most often cancels this idea. <br /> <br />On summer evenings, we like to have evening bonfires, but this is becoming increasingly <br />more unbearable, as the noise continues from vehicular traffic and vulgarities from young <br />children as they walk (run away) on Roselawn. <br /> <br />We continue to lose privacy as well as the use of our yard, deck, and house property. <br /> <br />Presently, I have a 5-foot wooden fence along Roselawn Avenue as shown in Pictures A, <br />B, C. Recent inspection of this fence has shown decay and rot starting to occur in the <br />structural post (4"x 4") of the fence. It will need to be replaced soon. <br /> <br />This area of Roselawn now has an elevation that varies 2.0-2.4 feet above my property, <br />as shown in pictures A, B, C and diagrammed in R/ustration #1. This cross diagram was <br />taken from the deck through the opening in the fence and across Roselawn Avenue South <br />to North. <br /> <br />Therefore, I actually have only have a 3.6- 4.0 foot fence existing along the walking path <br />on Roselawn Avenue giving almost no privacy from pedestrian traffic.
