For the purposes of this
assessment, it was assumed that all units would have 2 or more bedrooms. There are two credits
that can be taken which reduce the minimum lot area requirement for the development areas
involved: underground parking and contiguity to a Business District. For underground parking,
it was assumed that that each unit will have at least one parking spot provided underground,
which will allow a reduction onoo sq. ft. in minimum lot area per unit. Contiguity to a
Business District will allow a reduction of 100 sq. ft in minimum lot area per unit. Therefore,
the reduced minimum lot size per unit is 2,800 - 300 - 100 = 2,400 sq. ft.

Based on a 2,400 sq. ft. minimum lot size per unit, the maximum number of units for the Elmer
Street parcels is:

Developable area/minimum lot area = 33,500 sq. ft.l2,400 sq. ft. = 14.0 (14 units)

The maximum number of units for the Guptil site based on a total developable area = 19,937 sq.
ft. + 44,020 sq. ft. = 63,957 sq ft is:

Developable area/minimum lot area = 50,488 sq. ft.l2,400 sq. ft.= 26.6 (26 units)

BUILDING CONFIGURATION AND IMPERVIOUS AREA

The maximum number of units determined the configuration of the buildings for each parcel. It
was assumed that each unit would be 1,100 sq. ft. For the Elmer Street parcels, a 3-story
building with a maximum of 5 units per floor was proposed to house the 14 units. It was found
that the north portion of the Guptil parcel would anow 5 condominiumsl townhomes that were
1,100 sq. ft. in size. It was assumed that these 5 units would each have a 2-car garage as part of
the 1,100 ft footprint. The remaining 21 units for the Guptil site could be located within a 3-
story building with 7 units per floor on the south portion of the Guptil parcel.

The maximum amount of total surface area allowed in a residential district by the city of
Roseville's City Code is 30% of the total parcel size. Therefore, the maximum impervious
surface area, including buildings and paved surfaces, allowed for the parcels are as follows:
