REVIEW of

5.6

Section 1013.01 requires the
Conditional Permit:

to consider

following criteria

revIewmg a

a. Impact on traffic
b. Impacts on parks, streets and other public facilities
c. Compatibility of the site plan, internal circulation, landscaping and structure with
contiguous properties
d. Impact of the use on market value of contiguous properties
e. Impact on the general public health, safety and welfare
f. Compatibility with the City's Comprehensive Plan

5.7 The City Planner has reviewed the proposed reuse of the premises and concluded the
proposal of a small vehicle rental and leasing business is a permitted use in a B-3 District,
with an approved Conditional Use Permit. The proposed use will not create significant
additional traffic on the County Road D or Old Highway 8. County Road D had a 2000
count of 24,000 and is projected to increase to 28,550 by 2020 and Old Highway 8 had a
2000 count of 3,350 and is projected to increase to 5,350 by 2020. There is no need for
additional public utilities or facilities, which already have capacity for the proposed use.
The elimination of the eastern most access along County Road D will create more suitable
vehicle circulation and with proper exterior building treatment, landscaping, and parking
lot improvements, the building/site will not have an impact on surrounding property or
values. There appears to be no impact on general health, safety, and public welfare. In
addition, the project complies with the Comprehensive Plan designation as a business use.

5.8 This reuse project will require a building permit and an inspection by the Fire Marshal and
Building Official. The proposed reuse will also require the submittal of improvement plans
including site, landscape, lighting and signage, which plans must be reviewed and
approved by the Development Review Committee prior to the issuance of a building
permit.

5.9 The property owner must submit documentation that petroleum tanks have been removed
as per Minnesota Pollution Control Agency regulations.

PF3598 - RPCA 09/01/04 - Page 3 of4
