Sweeping <br />o Street sweepers will be used as necessary to clean wheel tracking on streets leading to and <br />from the site. <br /> <br />lit Haul Routes <br />o Haul routes to and from the project and adjacent freeways will be via Tem1inal Road, <br />Walnut Street, Long Lake Road, County Roads, Cleveland Avenue, Fairview Avenue and <br />County Road C. <br /> <br />lit Hours of Operation <br />o City ordinance pennits operation from 7 a.m. to 10 p.m. weekdays and 9 a.m. to 9 p.m. <br />Saturdays. We don't anticipate operating every Saturday, but in the event that we may <br />need to, we hereby request a variance to permit starting at 7 a.m. <br /> <br />Reasons to Grant Interim Use <br /> <br />The proposed use is temporary and not wholly incompatible with the current surrounding uses. <br /> <br />Pavement recycling and concrete mixing in urban areas is not a new concept. In fact, Shafer <br />Contracting Co., Inc. has successfully perfonned these operations on numerous projects throughout <br />the seven county metropolitan area for more than 15 years. The same operations have been <br />successfully performed on three Ramsey County Projects on County Road 96 in Arden Hills, <br />Shoreview and Vadnais Heights. <br /> <br />The recycling and mixing equipment meets or exceeds all requirements of the MPCA and other <br />goveming agencies with respect to air or noise pollution. The equipment is portable and commonly <br />used in road construction projects. Noise and vibration analysis reports showing no adverse impacts <br />to public health and safety are attached. <br /> <br />The general public will benefit from the proposed use because: <br /> <br />lit The recycling and concrete mixing will be centralized in an area in close proximity to the project. <br /> <br />lit The number oftmcks required to build the project will be reduced and confined more to the <br />construction project and staging area. Congestion will be reduced in the constmction project and <br />immediately adjacent areas. This will mean fewer impacts to the traveling public and adjacent <br />business community. <br /> <br />lit From an environmental viewpoint, fewer tmcks will result in less fuel consumed and, therefore, <br />fewer emissions. Also, pavement recycling will conserve scarce virgin aggregates, <br /> <br />
