The Planning Commission is a seven-member volunteer citizen commission appointed <br />the Council and staffed by the City Planning Office. <br /> <br />2. The Commission is charged with periodically reviewing, evaluating, and updating as <br />necessary the Roseville Comprehensive Plan with the objective to maintain and/or <br />implement the community's values defined as "quality of life" in both the natural and <br />man-made environments. The Commission must then communicate these updates to the <br />City Council. <br /> <br />3. A primary responsibility of the Commission is the periodic updating of the <br />Comprehensive Plan. The Commission encourages constructive citizen and staff <br />participation in the public planning process through public hearings, newsletters, and <br />neighborhood planning meetings. <br /> <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br /> <br />4. <br /> <br />The Commission shall complete studies and recommend long-term development plans <br />and policies for the community that are life enriching, economically beneficial, and <br />environmentally sound. <br /> <br />5. <br /> <br />The Commission shall utilize implementation tools such as zoning and land permits, <br />subdivision approvals, official mapping, capital improvements programming, and <br />housing plans in order to carry out the stated goals of the Comprehensive Plan. <br /> <br />6. <br /> <br />The Commission shall encourage construction and development techniques for new <br />public and private development that provide a quality appearance but minimize <br />maintenance costs. <br /> <br />7. <br /> <br />The Commission shall create, with the assistance of the staff, a land use, economic, and <br />demographic information base for use by citizens and developers. <br /> <br />8. <br /> <br />Noting that the City of Roseville is part of a larger community, the Commission will <br />encourage joint meetings and the sharing of information with other commissions and <br />committees throughout the City system and with adjoining and nearby community <br />planning commissions and civic groups. <br /> <br />
