<br /> <br /> <br /> <br />concerns the residents <br />from and events <br />and the patio areas. The City has reviewed the development plan and <br />proximity of the new clubhouse to the adjacent residential properties. The <br />proposed clubhouse is situated approximately 150 feet from the Midland <br />property line, 210 feet from adjacent residential property lines, and <br />approximately 280 feet from the nearest residential home. new clubhouse <br />be constructed utilizing current construction standards, fixed windows, and <br />mechanical unite will be completely screened to a point six 96) feet in height. <br />Landscaping buffer and screen the site from homes on the northeast, east, <br />and southeast. Given these improvements, staff has determined the new <br />clubhouse and associated site modifications will greatly reduce noise year <br />from that of the existing structure and site. <br /> <br /> <br />Section 405 (Noise Control) regulates noise from many different sources. <br />Minnesota noise standard is set at 50 dBA (decibel level for more than 50% of <br />time) in evening and a standard the City enforces at the property line. <br />Occasionally, properties in Roseville will experience levels that exceed this <br />standard. Some may continue for long duration while others will not. In both <br />cases, the relies on adjacent property owners to notify <br />Department of a potential violation in to Section 405.02 D, F, G, or J of the City <br />Code. Because of the building materials used in construction of the new <br />clubhouse, buffering by berms and landscaping, and the distance from <br />Hills Road, the staff has concluded the noise generated from the clubhouse will <br />fall within the acceptable limits of the State. <br /> <br /> <br /> <br />Parking <br /> <br />Lighting <br /> <br />2.24 The City Code requires the project to provide a site lighting plan (not available in <br />time for specific comment) meeting the requirements of Section 1010.12 of the <br />Roseville Zoning Ordinance. Specifically lighting shall include a downcast cutoff <br />type of lamp with a maximum of a half (Y2) of a foot-candle at the property line. <br />The code does not specifically regulate pole height.
