To facilitate this, the Planning Division has developed an environmental review worksheet that <br />29 <br />can be substituted for the more formal EAW process discussed in Resolution 11015 (see <br />30 <br />Attachment A). It would be our intention, based on the location of a subject property, that the <br />31 <br />process include input from the Minnesota Department of Natural Resources (DNR), Minnesota <br />32 <br />Pollution Control Agency (PCA), and the Ramsey County Traffic Engineer. <br />33 <br />Staff has also discussed the most appropriate time to require this document in the development <br />34 <br />approval process. An early understanding of the environmental conditions can be helpful as an <br />35 <br />applicant goes through the design process. However, requiring the environmental review too <br />36 <br />early can be challenging if the applicant doesn’t know enough about possible tenants and other <br />37 <br />details to be able to identify the impact generators. For this reason, staff is proposing that staff <br />38 <br />work with each applicant on a case-by-case basis to identify the most appropriate time to submit <br />39 <br />the environmental analysis. Under no circumstances, however, would a permit be allowed for <br />40 <br />construction of buildings or site improvements until after the environmental analysis was <br />41 <br />approved by the City Council. <br />42 <br />Roseville’s Alternative Urban Areawide Review (AUAR) contains a great foundation of <br />43 <br />environmental analysis of the Twin Lakes Area and follows the EAW (see Attachment B). It is <br />44 <br />Planning staff’s belief that little has changed in the area since 2012 (except background traffic), <br />45 <br />especially given the limited activity in Twin Lakes and the fact the land itself has incurred no <br />46 <br />dramatic changes that might affect environmental outcomes. Therefore, the Planning Division <br />47 <br />would require an applicant to utilize the AUAR when crafting the City’s environmental review <br />48 <br />worksheet and determine, with staff’s assistance, those areas that should be re-analyzed. <br />49 <br />For the City Council’s information, following are the 19 question areas analyzed in Roseville’s <br />50 <br />AUAR. The same areas are contained in the EAW and will be the basis for the City’s <br />51 <br />environmental review worksheet. If an area has answered “no” in the AUAR process, applicants <br />52 <br />would not be require to repeat the analysis as part of the new process. <br />53 <br />11. Fish, Wildlife, and Ecologically Sensitive Resources <br />54 <br />a.Identify fish and wildlife resources and habitats on or near the site and describe how <br />55 <br />they would be affected by the project.
