Councilmember McGehee opined that the City Council needed <br /> to achieve that community support for any and all projects before bringing a de- <br /> veloper into the situation where they may be set up to fail, and further opined that <br /> it could be accomplished by following a process similar to that used for the Dale <br /> Street project as a successful role model. <br /> Chair Maschka opined that one thing that made that process work was that for the <br /> first time, those residents people concerns understood the economics of the situa- <br /> tion and were willing to compromise and recognize that dollars needed to be spent <br /> to make things happen. <br /> Councilmember McGehee noted that education was an important component to <br /> reach compromises by all parties. <br /> Chair Maschka concurred, however, he noted that at some point, the vote had to <br /> be taken. <br /> Councilmember Willmus clarified that it was important to note with redevelop- <br /> ment on Dale Street and use of TIF funding, while residents were part of the pro- <br /> cess, their initial choice of single-family homes was not part of the final options <br /> of a, b or c. Councilmember Willmus noted that their willingness to compromise <br /> was only after they found that the numbers wouldn't work for their first choice, <br /> and therefore they chose the lesser of three evils. Councilmember Willmus con- <br /> curred that the process in bringing everyone to the table was excellent, and the <br /> fact that the wheels fell off the project now was due to a lack of oversight, which <br /> fell directly on the City Council's shoulders and shouldn't have happened. Going <br /> forward, Councilmember Willmus opined that assurances were needed that it <br /> would not happen again. <br /> Regarding whether commercial development was preferable for the Twin Lakes <br /> area, and whether it should be under the auspices of the HRA or City Council, <br /> Councilmember Willmus opined that was an area of concern for him. <br /> Regarding utilizing TIF dollars, Councilmember Willmus clarified that there was <br /> no real upfront cost, since it eventually came back to the City. However, Coun- <br /> cilmember Willmus expressed concern for those city services as an upfront and <br /> ongoing cost that were not paid for as part of the project improvements, such as <br /> police and fire protection. Councilmember Willmus opined that pay-as-you-go <br /> TIF was a good financing mechanism;but noted that he had trouble providing TIF <br /> financing for a project not having broader public support. <br /> In general when the Comprehensive Plan was updated, Councilmember Laliberte <br /> opined that HDR zoning designation was plopped in a number of places as a <br /> placeholder.
