City Council Meeting Retreat <br /> Tuesday, February 18, 2015 <br /> Page 11 <br /> opined that the City was not engaging them or putting the City in the position to ask <br /> those volunteers for their opinions. <br /> In the spirit of coming up with a meaningful outcome, Mr. Rapp questioned what the <br /> KOI was for engaging volunteers and getting useful information, whether using vol- <br /> unteers in established city programs, or using volunteer s or volunteer hours donated. <br /> Mr. Rapp questioned what the City would find the most meaningful KOI. <br /> Mayor Roe opined that he wanted to maintain areas with historic volunteer activity; <br /> but also get more volunteers and hours donated in non-traditional areas, or broadly <br /> expanding volunteer participation outside the traditional Parks & Recreation opportu- <br /> nities. <br /> Mr. Rapp encouraged more comments, noting this was the group's chance to focus <br /> over the next two year period. <br /> Councilmember McGehee opined that she wanted some different characteristics of <br /> volunteer opportunities. <br /> Councilmember Laliberte questioned how broad this volunteer effort was being <br /> viewed, opining that volunteerism went all over the community, whether or not it was <br /> tied to the City itself, but including civic and community engagement. Councilmem- <br /> ber Laliberte questioned if the City was attempting to do anything outside just helping <br /> fulfill its own needs. <br /> Mayor Roe questioned how broader volunteerism could be measured (e.g. churches, <br /> community organizations, etc.). <br /> Mr. Rapp suggested that was a central question for all participants, as they owned this <br /> over the next two years,"What is your focus for volunteerism?" and how big or small <br /> it was intended to be, and what was a meaningful outcome they were seeking to <br /> achieve and how to measure that outcome. Mr. Rapp stated that he was hearing "in- <br /> creasing participation in targeted areas." <br /> Councilmember McGehee opined that the area she was referencing was not included. <br /> Mayor Roe opined the only outcome was to increase volunteering and volunteer op- <br /> portunities. <br /> Councilmember McGehee opined that it needed to be defined first. <br /> Mayor Roe suggested identifying everything not now being provided by volunteers. <br /> Mr. Rapp suggested, if the KOI is "volunteer opportunities," an increase from one <br /> percentage to another by the end of two years, and measuring that actual increase. <br />
