City Council Meeting Retreat <br /> Tuesday, February 18, 2015 <br /> Page 12 <br /> Mr. Rapp questioned if that KOI achieved the desired effect by simply volunteering, <br /> did it advance the quality of life or achieve a goal other than creating more opportuni- <br /> ties, or what the meaningful end measurement was about volunteerism to get the City <br /> where it wanted to go. <br /> Councilmember Willmus suggested some sort of metric be plugged in for each de- <br /> partment such as for the internal operations within the organization as they related to <br /> volunteer positions by department(e.g. clerical assistance). <br /> Councilmember Etten questioned if that was any better than simply increasing volun- <br /> teer numbers or hours. Councilmember Etten noted the investment by the City in the <br /> Volunteer Coordinator position for the purpose of improving volunteerism and mak- <br /> ing it more rigorous in new areas, with the overall goal to get more volunteers in- <br /> volved. <br /> Councilmember McGehee opined that she'd like to see 3-4 small targeted opportuni- <br /> ties for either brainstorming ideas or general purpose research on topics coming be- <br /> fore the City Council. <br /> Councilmember Etten opined that is very specific for this type of broader exercise. <br /> Councilmember McGehee stated that she was attempting to get to the definition. <br /> Mr. Rapp suggested that the KOI was volunteer hours, with the TARGET being to in- <br /> crease the number of volunteer hours by 25%; and staff then identifying strategies to <br /> achieve that and meet the needs of the organization via survey needs, or whatever the <br /> next step is in solving that. Mr. Rapp asked if this was a reasonable approach. <br /> Councilmember Laliberte opined that, with that description, and using Councilmem- <br /> ber Willmus' route as an initiative, it could free up staff to do what they were trained <br /> to do, by putting volunteerism into certain places. <br /> Suggested KOI <br /> • Community satisfaction - %satisfied with process <br /> • Volunteer hours—increase volunteer hours by # <br /> • Participation by demographic population(e.g. renters) and segments of com- <br /> munity (e.g. Karen immigrants) <br /> Housing& Redevelopment <br /> (Subgroup: Councilmember Etten and Community Development Director Bilotta and Po- <br /> lice Chief Mathwig) <br /> Priorities: Variety/diversity — housing, redevelopment, commercial; Prepared for <br /> change; Reinvestment; Growth of tax base; Proactive; Job creation; Living wage jobs; <br /> Fulfills community needs (public assistance?); Public safety considerations; Cost benefit <br /> ratio understood at the frontend). <br />
