City Council Meeting Retreat <br /> Tuesday, February 18, 2015 <br /> Page 27 <br /> Councilmember Willmus opined that was something to be determined by the <br /> broader group. <br /> Mayor Roe suggested an indicator within two years would be for the City to es- <br /> tablish a policy for maintenance of that standard index. <br /> Mr.Rapp suggested the target be: Adopted standards for each infrastructure <br /> category. <br /> Community Expectations Indicator <br /> Target: % satisfaction via community surveys and community engagement <br /> City Manager Trudgeon noted that this also fed back into the community en- <br /> gagement aspect; with Mayor Roe noting that they all eventually tied in together. <br /> Mr. Rapp suggested it was good to keep it there to create a standard. <br /> Councilmember McGehee observed that the project had already been started with <br /> the community survey, but needed to be further refined to ensure specific infra- <br /> structure questions and specific feedback was received by carrying those ques- <br /> tions on consistently in each survey. <br /> Suueested KOI <br /> • As noted above during discussion. <br /> Organizational Effectiveness <br /> (Subgroup: Councilmember Laliberte and Finance Director Miller) <br /> Priorities: Customer Intimacy; Inter-departmental cooperation; Adapting to change; <br /> Performance Measurement (e.g. program and service level prioritization); Prioritizing <br /> our resources; Providing adequate funding; Efficient and effective structures and re- <br /> source use;Leadership, including Succession Planning <br /> Key Outcome Indicators (KOI) <br /> Gauging Citizen Satisfaction <br /> Target: <br /> Mr. Rapp suggested this indicator be broadened to "stakeholder satisfaction" <br /> whether internal and/or external. <br /> Councilmember Laliberte concurred, but questioned how to judge that internally. <br /> Mayor Roe noted that was a good point, and questioned how to measure customer <br /> satisfaction versus citizen satisfaction. <br /> Mr. Rapp noted "operational effectiveness" would incorporate all groups touched <br /> by that internal function. <br />
