City Council Meeting Retreat <br /> Tuesday, February 18, 2015 <br /> Page 4 <br /> Mr. Rapp clarified that the term "organizational evolution" defined the challenge or strat- <br /> egy, with the next step, as comments were indicating, determining what it involved. In <br /> lieu of this discussion, Mr. Rapp suggested changing "organizational evolution" to <br /> "organizational effectiveness" as a priority; and asked whether that encompassed <br /> enough to include succession planning to service levels, while prioritizing what was more <br /> important including the value proposition. <br /> Councilmember McGehee opined that this put the connotation on the culture piece, and <br /> moved the culture back to a control model rather with organizational excellence. <br /> Mr. Rapp responded that it was designed for that, but all cultures ultimately wanted effec- <br /> tiveness and excellence. <br /> Mayor Roe suggested it could be flipped. <br /> Mr. Rapp opined organizational effectiveness seemed broad enough that it would then al- <br /> low the City to define what it means from their context. <br /> Councilmember Laliberte expressed her support for "effectiveness" versus "excellence" <br /> or evolution." Councilmember Laliberte stated that it was obvious the City wanted excel- <br /> lence, and as noted yesterday by Mr. Rapp, the question was "Why are we doing what we <br /> do?" <br /> 3. Where We're Going— Establishing Strategic Priorities <br /> Revised Strategic Priority List <br /> • Civic Engagement <br /> • Housing and Redevelopment <br /> • Effective Governance <br /> • Infrastructure Sustainability <br /> • Organizational Effectiveness <br /> 4. What We Want—Identify Desired Outcomes <br /> Mr. Rapp provided some definitions and examples of strategic priorities gleaned from his <br /> work with other communities including various categories that may apply, some common <br /> to all communities but others differing in each community, and specific to Roseville. <br /> Breaking down each of the above strategic priorities, Mr. Rapp led in defining important <br /> and desired outcomes offered by individuals in the group and as shown below. <br /> Civic Engagement <br /> • Connection <br /> • Transparency <br /> • Authenticity <br />
