Due to the inherent complexity of a Type 3 subdivision, a public hearing <br />172 <br />for a preliminary plat application is required. At the discretion of the City Council, <br />173 <br />approval of preliminary and final plats may be consolidated into a single action. Type 3 <br />174 <br />subdivisions are those which: <br />175 <br />1.may create new ownership lots and/or outlots; <br />176 <br />2.may require new or expanded streets; and <br />177 <br />3.may require a comprehensive plan amendment, zoning amendment, or variance to <br />178 <br />comply with subdivision or zoning standards; <br />179 <br />B.Sketch Plan <br />180 <br />1.While not a requirement, prospective applicants are encouraged to submit <br />181 <br />one or more sketches of a contemplated plat for review by the City Council for the <br />182 <br />purpose of receiving the Councilmembers’ initial reactions to the proposal and to the <br />183 <br />impacts it might have on the public health, safety, general welfare, convenience, and <br />184 <br />good order of the area surrounding the subject property. Responses from City <br />185 <br />Councilmembers to a sketch plan presented to them shall not constitute approval or <br />186 <br />denial of the plan, nor shall it be construed to guarantee approval or denial of a <br />187 <br />preliminary or final plat if such application is subsequently submitted. <br />188 <br />2.If desired by a <br />189 <br />prospective applicant, sketch plan review can be a substitute for the required <br />190 <br />Developer Open House Meeting described in subsection C below. In this case the <br />191 <br />Community Development Department will prepare the text of the required <br />192 <br />invitations, informing the recipients of the purpose of the sketch plan review and <br />193 <br />time, date, and location of the City Council meeting. Because full minutes are kept <br />194 <br />for City Council meetings, the applicant will not be required to prepare and mail a <br />195 <br />summary of the sketch plan review discussion as would be required of a Developer <br />196 <br />Open House Meeting. <br />197 <br />C. <br />198 <br />1. Prior to submitting an application for approval of a preliminary plat in <br />199 <br />support of a Type 3 subdivision, an applicant shall hold an open house meeting with <br />200 <br />property owners in the vicinity of the potential development location in order to <br />201 <br />provide a convenient forum for engaging community members in the development <br />202 <br />process, to describe the proposal in detail, and to answer questions and solicit <br />203 <br />feedback. <br />204 <br />Page 6 of 13 <br /> <br />
