The open house shall be held at least 15 days and not more than 45 days <br />205 <br />prior to the submission of an application for approval of a preliminary plat and shall <br />206 <br />be held on a weekday evening beginning between 6:00 p.m. and 7:00 p.m. and ending <br />207 <br />by 10:00 p.m. <br />208 <br />3. The open house shall be held at a public location in or near the <br />209 <br />neighborhood affected by the proposal, and (in the case of a parcel situated near <br />210 <br />Roseville’s boundaries) preferably in Roseville. In the event that such a meeting <br />211 <br />space is not available the applicant shall arrange for the meeting to be held at the City <br />212 <br />Hall Campus. <br />213 <br />4. The applicant shall prepare a printed invitation identifying the date, time, <br />214 <br />place, and purpose of the open house and shall mail the invitation to the recipients in <br />215 <br />a list prepared and provided in electronic format by Community Development <br />216 <br />Department staff. The recipients will include property owners within the public <br />217 <br />hearing notification area established in Chapter 108 of the City Code, members of the <br />218 <br />Planning Commission and City Council, and other community members who have <br />219 <br />registered to receive the invitations. The invitation shall clearly identify the name, <br />220 <br />phone number, and email address of the host of the open house to be contacted by <br />221 <br />invitees who have questions but are unable to attend the open house. The invitations <br />222 <br />shall also include a sentence that is substantially the same as the following: <br />223 <br />This open house meeting is an important source of feedback from nearby <br />224 <br />property owners and is a required step in the process of seeking City <br />225 <br />approval for the proposed \[zoning map change/interim use\]. A summary <br />226 <br />of the comments and questions raised at the open house meeting will be <br />227 <br />submitted to the City as part of the formal application. <br />228 <br />5. A written summary of the open house shall be submitted as a necessary <br />229 <br />component of an application for approval of a preliminary plat in support of a Type 3 <br />230 <br />subdivision. The summary shall include a list of potential issues/concerns and any <br />231 <br />possible mitigations or resolutions for resolving the issue(s) and/or concern(s). <br />232 <br />Citizens are also encouraged to submit their own summary of the meeting <br />233 <br />highlighting concerns/issues and any mitigations and resolutions. <br />234 <br />6. If an applicant engages the City Council and the public in review of a <br />235 <br />sketch plan of a proposed subdivision as described in subsection B above, the <br />236 <br />requirement to hold a Developer Open House Meeting shall be considered satisfied. <br />237 <br />D. Following sketch plan review, if desired, and/or <br />238 <br />following the required Developer Open House Meeting as detailed above, Type 3 <br />239 <br />subdivisions shall adhere to the procedure established herein. <br />240 <br />Page 7 of 13 <br /> <br />
