Discuss how <br />the project will change the number or type of watercraft on any water body, including current and <br />projected watercraft usage. <br />The project will be provided wifh a defention area that will control fhe rate of runoff as well <br />as provide some degree of wafer treafinent and oil removal. Runoff discharge will be <br />connected to the existing ROSEVILLE storm water sewer system and pre and post-development <br />runoff rates will remain unchanged or reduced. Therefore, effects to existing nearby wetlands <br />are not expected. There will be no effects. Storm water will be diverted to ROSEVILLE's <br />existing storm sewer system. As such, there will be no net increase and/or Direct/Indirect <br />effect to other surface waters. <br />12BI1. CONTAMINATION/HAZARDOUS MATERIALS/WASTES <br />MPCA Comment: The Phase I Environmental Site Assessment completed for this Project states that <br />contaminated soils and groundwater were encountered on the site in relation to releases from three <br />underground storage tanks formally located at the site. Although both leak sites were granted regulatory <br />closure by the MPCA, contaminated soil and�or groundwater may still be present at the site and <br />encountered during construction. The information requested in this section should <br />be included here. <br />ROSEVILLE's Comment: Brief response on what will be done with and remaining hazardous materials if <br />found during construction. <br />RAMAKER Comment: A Maferial Handling Plan will be developed prior to construction. Prior fo <br />development of the plan, additional review of regulatory files regarding the closed LUST incidents, as <br />well as characterization of wastes will be required to determine the appropriate handling of <br />unearthed material during the construction project. The objectives of the additional review, <br />characterization, and Material Handling Plan will be to summarize known contaminants, identified <br />areas of concern with respect to the known contamination, provide an overview of anticipated <br />construction activities, define criteria to identify material types, identify field procedures to segregate <br />materials or on or off-site disposal, and summarize disposal and manifest requirements. All <br />contractors will be required to handle contaminated materials in accordance with the Material <br />Handling Plan. In addition, environmenfal oversight during construcfiion will be implemented fio <br />document handling of material during construction. If required, the Material Handling Plan will be <br />provided to MPCA for approval prior to consfirucfion. <br />13B.
