d. <br />The proposed use will not create an excessive burden on parks, streets, and other public <br />57 <br />facilities. Planning Division staff does not expect this drive-through to create an excessive <br />58 <br />burden on parks, streets, or other public facilities, since the proposed use and drive-through <br />59 <br />are typical and are allowed uses within the Community Business zoning district. <br />60 <br />e. <br />The proposed use will not be injurious to the surrounding neighborhood, will not negatively <br />61 <br />impact traffic or property values, and will not otherwise harm the public health, safety, and <br />62 <br />general welfare. Planning Division staff anticipates that if the drive-through is approved, it <br />63 <br />will add additional vehicle trips to the local road network each day. Additional traffic would <br />64 <br />not impose an excessive burden on the public street infrastructure. It is also worth noting <br />65 <br />that the Spire Credit Union proposal replaces what used to be the former Denny’s restaurant <br />66 <br />site, which use provided a greater vehicle impact to the adjacent roads and neighborhood. <br />67 <br />Staff believes that a drive-through in this location would not have a noticeable effect on the <br />68 <br />value of nearby property as the area is currently occupied by a mix of restaurants (drive- <br />69 <br />through and sit-down), an bank and other commercial uses. <br />70 <br />RSCUC: Section 1009.02.D.13 of the City Code, <br />71 EVIEW OF PECIFICONDITIONALSERITERIA <br />establishes additional standards and criteria that are specific to drive-throughs; the Planning <br />72 <br />Commission and City Council must also find that the proposal does or can meet the additional <br />73 <br />pertinent standards. This section of the ordinance includes several requirements, but the <br />74 <br />applicable ones are as follows. <br />75 <br />a. <br />Drive-through lanes and service windows shall be located to the side or rear of buildings <br />76 <br />and shall not be located between the principal structure and a public street. The proposed <br />77 <br />drive-through, with its lanes and service window, is proposed along the south side of the <br />78 <br />building and not between the principle structure and the public street. <br />79 <br />b. <br />Points of vehicular ingress and egress shall be located at least 60 feet from the street right- <br />80 <br />of-way lines of the nearest intersection. The proposed drive-through does not lie near an <br />81 <br />intersection street right-of-way. The City Engineer has reviewed the access alignment and <br />82 <br />supports their locations. <br />83 <br />c. <br />The applicant shall submit a circulation plan that demonstrates that the use will not interfere <br />84 <br />with or reduce the safety of pedestrian and bicyclist movements. The site plan does indicate a <br />85 <br />pedestrian connection (could also be used for bicycles) from the sidewalk along Perimeter <br />86 <br />Drive to the front of the proposed building on the north side of the site. In the case of vehicle <br />87 <br />circulation within and around the parking lot, vehicles seeking banking services will <br />88 <br />generally use the eastern access and park along the front of the building. Those customers <br />89 <br />seeking drive-through transactions will generally access the site from the north. Drive- <br />90 <br />through activities will only encounter pedestrians and/or bikers who may be traveling on <br />91 <br />sidewalk. Customers seeking interior transactions may encounter pedestrians and/or <br />92 <br />bicyclists utilizing the connection that traverses the northern parking lot.
