Regular City Council Meeting <br /> Monday,July 13, 2015 <br /> Page 8 <br /> Councilmembers McGehee and Laliberte spoke in support of that as a policy and <br /> process. <br /> Councilmember Laliberte agreed completely, noting that having those compo- <br /> nents earlier and then pulling everything together later in the year would provide a <br /> more accurate picture and allow for more dialogue earlier in the process. Coun- <br /> cilmember Laliberte expressed her interest in having CIP analysis to determine if <br /> it was still on track and the costs remained in line with the last analysis. Coun- <br /> cilmember Laliberte noted only one meeting of the Finance Commission was <br /> scheduled after that to analyze the CIP. Councilmember Laliberte opined some <br /> additional work may be needed before the City Council is asked to adopt some- <br /> thing. <br /> Mayor Roe suggested two analyses for the CIP: one by the Finance Commission <br /> and their recommendations to the City Council, and one allowing for additional <br /> considerations before the third meeting out. <br /> Councilmember Laliberte noted previous discussions of the City Council and de- <br /> cisions not to fully-fund the CIP in past years and how that is impacting 2016 and <br /> beyond projected needs and funding. <br /> As part of the analysis, and recognizing the need to catch up, Mayor Roe noted <br /> the learning curve with the updated CIP since it's only been operational for the <br /> last 2-3 years; and shifts made during the 2014 and 2015 budgets based on each <br /> year's updated those CIP projections. <br /> At the beginning of 2015, Councilmember Laliberte noted discussions about the <br /> future status of the Fairview Avenue fire station; as well as discussions about the <br /> future location of the License Center if other than at the current leased facility. <br /> Before positions and responsibilities are fully considered, or additional monies <br /> put toward the License Center, Councilmember Laliberte suggested reviewing the <br /> other pieces going into that consideration, including whether or not to change <br /> hours to meet customer needs. Also, if the License Center stays in that location, <br /> Councilmember Laliberte opined that it needed some cosmetic updates, to make it <br /> more presentable to clientele to make sure clients preferred to come to the Rose- <br /> ville License Center versus a competing Deputy Registrar's office. In other <br /> words, Councilmember Laliberte suggested ways to increase revenue versus just <br /> adding additional staffing. <br /> City Manager Trudgeon responded that, at some time in the near future, staff <br /> would be bringing both those issues before the City Council. Mr. Trudgeon ad- <br /> vised that Finance Director Miller and License Center supervisory staff monitored <br /> and adjusted hours frequently to meet current needs; and felt the current hours <br /> sufficiently serves customers.
