Regular City Council Meeting <br /> Monday,July 6, 2015 <br /> Page 3 <br /> At the request of Mayor Roe, City Manager Patrick Trudgeon briefly reviewed those <br /> items being considered under the Consent Agenda; and as detailed in specific Requests <br /> for Council Action(RCA) and related attachments, dated July 6, 2015. <br /> a. Approve Payments <br /> Etten moved, Willmus seconded, approval of the following claims and payments <br /> as presented and detailed. <br /> ACH Payments $504,627.19 <br /> 77862—78090 1,228,478.08 <br /> TOTAL $1,733,105.27 <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> b. Approve 2015 Business and Other License Renewals <br /> At the request of Councilmember Laliberte, Finance Director Miller advised that <br /> the massage therapy licenses are new versus renewal licenses. In response to <br /> Councilmember Laliberte regarding the high number being processed, City Man- <br /> ager Trudgeon advised that typically appears to be a high turnover in this field, <br /> but even for part-time massage therapists, they were required to be licensed. <br /> Etten moved, Willmus seconded, approval of renewals of business and other li- <br /> censes and permits for terms as noted. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> c. Approve Resolution Awarding Contract for the Wagner Sanitary Sewer Lift <br /> Station Project <br /> Councilmember Laliberte asked if there was a policy or process in place among <br /> all departments as to whether a lowest bid or best value procurement process was <br /> used for projects. <br /> City Manager Trudgeon advised that, while there is no policy in place, the Parks <br /> & Recreation and Public Works Departments utilized the Best Value Procurement <br /> process as they had personnel trained in doing so. Mr. Trudgeon noted the Ad- <br /> ministration staff had used the Best Value process for the past City Attorney con- <br /> tract as well, but since it requires extensive training, its use was not the case <br /> across all departments. Mr. Trudgeon advised that there was no requirement to <br /> use the Best Value Procurement process, but it had been embraced as it usually <br /> provided for better projects and prices for the larger projects. <br />
