HRA Meeting
Minutes – Tuesday, July 21, 2015
Page 4
1
Chair Maschka noted that the second quarter was one of transition; and the updated Strategic
2
Plan would provide obvious detail going forward and highlight those areas from the current
3
Strategic Plan that would be carried forward.
4
5
No action taken on this item at this time.
6
7
Motion: Member Masche moved, seconded by Member Etten to approve the Consent
8
Agenda Item 6.a only, as presented.
9
10
Ayes: 5
11
Nays: 0
12
Motion carried.
13
14
7.Public Hearings
15
16
8.Presentations
17
18
9.Action / Discussion Items
19
20
a.1840 Hamline Avenue Extension
21
As detailed in the staff report dated July 21, 2015, Ms. Kelsey summarized the request to
22
ensure the homeowner remained within the established timing of the Development Agreement.
23
Ms. Kelsey noted those delays were not created by the homeowner, but due to waiting for
24
other agencies in addressing regulatory issues for the property, located on a Ramsey County
25
roadway, as well as waiting for Xcel Energy to more a guy wire for the driveway. In working
26
with the City’s building and engineering staff, Ms. Kelsey suggested extending the
27
Development Agreement for those issues out of the control of the homeowner and their
28
construction schedule. In consulting with the City’s Permit Department, Ms. Kelsey advised
29
that they stated it was not unreasonable for the process from pulling a permit to issuance of a
30
Certificate of Occupancy to take up to a full year.
31
32
Greg Tharaldson, Homeowner
33
Mr. Tharaldson briefly summarized the background of the delays in getting the project
34
completed.
35
36
At the request of Member Wall, Mr. Tharaldson stated he’d received no complaints from
37
neighbors on the construction delay; but reported they seemed supportive and curious about
38
the results. Mr. Tharaldson further reported that all inspections finals had been passed to-date,
39
with only a minor banister on the steps to be completed, at which time the interior of the home
40
would be ready for that final inspection.
41
42
Motion: Member Wall moved, seconded by Member Etten to approve an extension of the
43
Development Agreement (Attachment A) for 1840 Hamline Avenue until October 16,
44
2015.
45
46
At the request of Member Masche, Ms. Kelsey confirmed that the cost for the HRA Attorney
47
to draft the contract extension would be absorbed by the HRA.
48
49
Ayes: 5
50
Nays: 0
51
Motion carried.
52
53
Chair Maschka suggested using this project for marketing information for the
54
Tharaldson/Crandall family construction business; opining they were doing a great job based
55
on his observations.
