Minutes <br />HRA Meeting <br />Minutes – Tuesday, July 21, 2015 <br />Page 2 <br />1 <br />amenities as development continues in Roseville to keep visitors in Roseville rather than going <br />2 <br />to other communities and/or new developments outside Roseville. <br />3 <br />4 <br />Ms. Wearn thanked the HRA for the recently-completed hotel/motel study; and ongoing <br />5 <br />interest of the RVA in addressing problem motels in the community, and their willingness to <br />6 <br />help in any way and affirmed commitment to work with the Ramsey County Attorney’s Office <br />7 <br />on future education and/or enforcement efforts. <br />8 <br />9 <br />At the request of Member Wall, Ms. Wearn confirmed that the RVA had participated and <br />10 <br />provided input for the hotel/motel study, including providing past inspection reports and best <br />11 <br />practices as resources for students conducting the study. <br />12 <br />13 <br />HRA Executive Director Kelsey provided a status report on the study results, reporting that <br />14 <br />Community Development and Police Department internal staff had met to discuss next steps to <br />15 <br />collect more detailed information on code violations and type, as well as safety and other <br />16 <br />building concerns. Ms. Kelsey noted the institutional knowledge Ms. Wearn brought to that <br />17 <br />discussion; and advised that depending on the results of the HRA’s strategic plan going <br />18 <br />forward, staff would make recommendations for budgeting and moving forward, in <br />19 <br />consultation with Ms. Wearn, for future considerations. <br />20 <br />21 <br />At the request of Member Wall, Ms. Kelsey reported that since Attorney Dave Course from the <br />22 <br />County Attorney’s Office was involved, that office was able to provide more involvement in <br />23 <br />regulating motels versus citywide enforcement, especially when some of those owners are <br />24 <br />involved in more than one City and providing a broader picture than one municipality alone. <br />25 <br />26 <br />Chair Maschka and Member Wall opined the need was finding an ability to regulate licensing <br />27 <br />if and when at all possible. <br />28 <br />29 <br />Ms. Kelsey referenced the City’s rental registration licensing program, opining that she saw <br />30 <br />that as a potential first step for research for this process, depending on how fines or violations <br />31 <br />worked and following-up with other agencies that already inspect buildings (e.g. State Fire <br />32 <br />Marshal or Ramsey County Health Department). <br />33 <br />34 <br />Member Wall referenced a current Supreme Court case he’d provided to colleagues, <br />35 <br />expressing concern about impacts on HRA efforts without a warrant. Member Wall <br />36 <br />recognized that the Roseville Police Department was working on a voluntary basis with <br />37 <br />hotel/motel operators. <br />38 <br />39 <br />Ms. Wearn left an annual report of the RVA and Chair Maschka thanked her for her attendance <br />40 <br />and update. <br />41 <br />42 <br />6.Consent Agenda <br />43 <br />HRA Executive Director Kelsey briefly reviewed Consent Agenda items; as detailed in specific staff <br />44 <br />reports and attachments dated July 21, 2015. <br />45 <br />46 <br />a.Acceptance of Housing Resource Center (HRC) Monthly Reports for June 2015 <br />47 <br />Ms. Kelsey advised that the HRC’s monthly report needed to be revised in its next iteration to <br />48 <br />provide more detailed public (not private) information on the Roseville Home Improvement <br />49 <br />Loan Program to show the actual number processed and/or those pending. <br />50 <br />51 <br />Approval of Transfer of Funds for Administrative and Staff Service Fees and Financial <br />b. <br />52 <br />Fees for April, May and June 2015 <br />53 <br />As detailed in the staff report dated July 21, 2015, staff recommended approval of the second <br />54 <br />quarter (April, May and June 2015) transfer of funds as budgeted. <br />55 <br /> <br />
