In working <br />26 <br />with the City’s building and engineering staff, Ms. Kelsey suggested extending the <br />27 <br />Development Agreement for those issues out of the control of the homeowner and their <br />28 <br />construction schedule. In consulting with the City’s Permit Department, Ms. Kelsey advised <br />29 <br />that they stated it was not unreasonable for the process from pulling a permit to issuance of a <br />30 <br />Certificate of Occupancy to take up to a full year. <br />31 <br />32 <br />Greg Tharaldson, Homeowner <br />33 <br />Mr. Tharaldson briefly summarized the background of the delays in getting the project <br />34 <br />completed. <br />35 <br />36 <br />At the request of Member Wall, Mr. Tharaldson stated he’d received no complaints from <br />37 <br />neighbors on the construction delay; but reported they seemed supportive and curious about <br />38 <br />the results. Mr. Tharaldson further reported that all inspections finals had been passed to-date, <br />39 <br />with only a minor banister on the steps to be completed, at which time the interior of the home <br />40 <br />would be ready for that final inspection. <br />41 <br />42 <br />Motion: Member Wall moved, seconded by Member Etten to approve an extension of the <br />43 <br />Development Agreement (Attachment A) for 1840 Hamline Avenue until October 16, <br />44 <br />2015. <br />45 <br />46 <br />At the request of Member Masche, Ms. Kelsey confirmed that the cost for the HRA Attorney <br />47 <br />to draft the contract extension would be absorbed by the HRA. <br />48 <br />49 <br />Ayes: 5 <br />50 <br />Nays: 0 <br />51 <br />Motion carried. <br />52 <br />53 <br />Chair Maschka suggested using this project for marketing information for the <br />54 <br />Tharaldson/Crandall family construction business; opining they were doing a great job based <br />55 <br />on his observations. <br /> <br />
