399 Since the PWETCs work as a body flows to the City Council, Councilmember Willmus <br />400 opined that the PWETC did not necessarily need to present a unified approach, as he often <br />401 found dissent from their discussions helpful as well. <br />402 <br />403 Mayor Roe clarified that the main issue involved the choice to leave lateral ownership as <br />404 is with property owners responsible for anything up to the main and including the laterals; <br />405 or to change that defined ownership to something else. <br />406 <br />407 Councilmember Willmus agreed with those choices; stated he was not going to direct the <br />408 PWETC one way or the other, as he wanted to review th * discussion and subsequent <br />409 recommendations. <br />410 <br />411 Councilmember McGehee stated she saw it as a multi faceted issue and used the example <br />le P <br />412 of residents able to negotiate with a contractor performing work for the City to have their <br />413 private driveways replaced. Based on her past research of other metropolitan communities <br />414 as part of her work with the League of Minnesota Cities, Councilmember McGehee agreed <br />415 with Councilmember Willmus that the PWETCprovide options. Councilmember McGehee <br />416 expressed confidence in the PWETC performing their typical thorough research and <br />417 coming forward with a well -thou tout recommendation or recommendations. <br />418 l <br />419 Councilmember Laliberte noted the variables with ce situations treated differently in <br />420 Roseville, based on the jurisdictional ownership of the ad, as well as which side of the <br />421 road on which the main was located. Councilmember Laliberte suggested a comparison <br />422 with other communities of the same or similar age to Roseville)and comparison of their <br />423 policies compared to that currently in Roseville. Councilmember Laliberte noted, when <br />424 the HRA had recently met with the City Council, the availability of loan funds, and <br />425 questioned if assistance to pro er owners ma be considered as part of one of their loan <br />426 progra0111 Ilk <br />427 <br />428 Mem er Cihace uggested the PWEIPOhakkt6 look at other circumstances beyond <br />429 ownership, including bid format, fi ncial impacts, unfunded liability issues, options and <br />430 other considerations that would prove productive and forward thinking in an effort to <br />431 provide the best guidance for the City Council,. <br />432 <br />433 Mayor Roe opined that a key part along with those other considerations would be the <br />434 educational component, since most residents were unaware of the ownership of those <br />435 connections until they developed a problem, at which time they became intimately aware <br />436 of them. Mayor Roe opined that, if upfront education can be provided, the better for all. <br />437 <br />438 Councilmember Laliberte concurred with Mayor Roe, opining that preventative measures <br />439 were an important component to alert homeowners. <br />440 <br />441 Councilmember McGehee concurred, noting the educational efforts provided in the past <br />442 by the City related to backflow preventers for sewer lines.
