9a. Attachment <br />collaboration, better alignment with City Council initiatives, and greater <br />communication and engagement with business and residents will require time for <br />reflection and strategic conversations as well as efficiency in day-to-day operations. <br />The RHRA also has an advocacy role that will grow in the next few years to ensure <br />quality affordable housing is available throughout the City. <br />Over the next few years, we are committed to use our resources strategically and <br />generally divide our focus into the following three areas: a) Bricks and mortar <br />(40%), b) Programs services and studies (40%), and c) General information and <br />support (20%) <br />Strate�ic Goals (Bolded items are priority initiatives for the plannin� period) <br />1. Prevent and eliminate physical and social blight on individual properties, <br />neighborhoods and the entire community <br />a) 3-5infi1l projects (1 per year) to provide quality business and <br />neighborhood enriching options <br />b) Continue with tne Hotel/Motel Study (commercial enhancement) <br />and begin to implement its recommendations <br />c) Strategic acquisition and investment in redevelopment (large-scale) <br />through site assembly <br />d) Identify areas for turn around and renovation of commercially <br />unsustainable sites <br />Ongoing items that rec�uire resources or staff time <br />e. Continue providing assistance to City's code enforcement efforts through <br />funding of abatements <br />f. Continue funding the NEP program for Residential and Commercial code <br />enforcement <br />2. Join in parrnership with other City and County entities on major initiatives that have <br />city-wide or regional impact <br />a. Develop/support and help coordinate strategic partners to ensure a <br />holistic approach to SE Roseville initiative <br />b. Engage in regular conversations with the County and other HRAs <br />that are obvious partners and might also have opportunities that <br />impact Roseville where the HRAs contribution will make a <br />difference <br />c. Explore stronger relationships with universities to address neighborhood <br />issues related to student rental housing in residential areas <br />3. Continue to provide programming to support businesses and homeowners <br />a. Continue business recruitment enhancement and retention <br />programs <br />b. Continue helping residents sustain high quality residences through <br />enhancements/upgrades <br />2 <br />
