Staff Approval: <br />� -;r �.,z, �.,.... ... . f �\ �1 .'c-. }C•_.;_ �� <br />/ irt <br />REQUEST FOR HRA ACTION <br />Date: 8-18-15 <br />Item No: 9e. <br />Agenda Section: <br />Item Description: Approval of annual contract renewal with the City of Roseville for <br />support services for 2015 <br />1.0 Background <br />2 The HRA was presented with the attached contract (Attachment B) for services on May 19, <br />3 201 S. The board agreed to table the contract. The annual contract is usually approved in <br />4 January. Chair Maschka has asked for it to be brought forward to the HRA Board for <br />5 consideration. Based upon conversations the RHRA Board has had in the past, staff is providing <br />6 information on how other HRAs are staffed in the metropolitan area. Member Lee was <br />7 consulted on recommendations of HRAs that should be reviewed. (See Attachment A). <br />9 Most of the HRAs in the metropolitan area do not hire their own staff but instead the City <br />10 provides the staff for HRA functions and needs. South St. Paul used to have a separate HRA <br />11 Department with ten (10) staff inembers to carry out their programming, Section 8 vouchers, <br />12 operations of redevelopment activities, and with fiscal assistance. Only one city, Bloomington, <br />13 has a formal contract in place for services that the City provides to the HRA. All HRAs do <br />14 reimburse the City for services. <br />15 <br />16 Staff is presenting the contract template that came to the HRA Board on May 19, 2015, that was <br />17 based more closely on the Financial Services contract that was approved at the January 20, 2015, <br />18 meeting. The new contract includes Financial Services and the other programs financially <br />19 supported by the HRA. <br />20 <br />21 The attached proposed contract outlines the basic roles and functions of the relationship between <br />22 the HRA and the City of Roseville in regards to providing seroices to support the HRA. The <br />23 main contract has two exhibits that it is anticipated would change at least annually, be mutually <br />24 agreed upon by the two bodies and which outline the scope of services and the associated <br />25 agreement on fee for those services. When the exhibits are charged, they still will require a full <br />26 Board vote as before. <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />The scope of services describes the primary services for support of the HRA as follows: <br />• Day-to-day HRA support functions <br />Financialservices <br />Neighborhood Enhancement Program/Business Enhancement Program (NEP/BEP) <br />The fee that is illustrated includes the amounts previously agreed to regarding financial services, <br />the budgeted amount for NEPBEP and the previously proposed amounts for staffing, which is <br />RHRA Services Contracts (08-18-15) - Page 1 of 2 <br />
