PF15-017_RPCA_090215 <br />Page 2 of 6 <br /> <br /> <br /> <br />REQUEST <br />Roseville Properties has applied for an Interim Use (IU) to utilize the former motor freight terminal <br />for storing semi-trailers. The proposal seeks to store and stage trailers throughout the site, <br />maximizing the parking fields with trailers. The proposal does not propose any site or building <br />improvements or maintenance. It is anticipated that there would not be any on-site employment or <br />office space associated with this IU request. A detailed narrative of proposed use is included with <br />this report as Attachment C. <br />An applicant seeking approval an INTERIM USE is required to hold an open house meeting to inform <br />the surrounding property owners and other interested individuals of the proposal, to answer <br />questions, and to solicit feedback. The open house for this application was held on June 30, 2015; <br />the brief summary of the open house meeting provided by the applicant is included with this staff <br />report as Attachment D. <br />BACKGROUND <br />The subject property is located in City Planning District 11, has a Comprehensive Plan designation <br />of Industrial (I), and has a zoning classification of Industrial (I) District. Planning District 11 is the <br />area bound by the city boundary of New Brighton to the north, Interstate 35W to the east and south, <br />the city boundaries of Minneapolis and St. Anthony to the west, and County Road 88 to the <br />northwest. The majority of the district retains an industrial land use designation to sustain existing <br />uses and to provide an area for similar uses to locate. It is recognized, however, that some existing <br />industrial property is under-utilized. Non-industrial land uses may be considered if compatible with <br />overall plans for this district. <br />In 1959, the Village of Roseville adopted the first Official Zoning Map and Zoning Code, which <br />established specific use requirements and created the Light Industrial (I-1) District; the Code also <br />established outdoor storage required a special use permit. In the 1980s the special use permit <br />became known as a conditional use permit, and in 2013 the definition of outdoor storage changed <br />some uses to permitted and others to conditional. As of today, storage of motor freight trailers or <br />containers is not a permitted or conditional use in any district in the City. It would be allowed only <br />accessory to an approved conditional use for a motor freight terminal. <br />The site was originally developed in 1954, with building additions in subsequent years. The historic <br />use of the site has been trucking related (including truck service/wash bays and fuel sales); storage <br />of trailers does not appear to be a use originally established on the west parcel. The west parcel, <br />near the railroad tracks and under the high-wire power lines, was mostly underutilized until the early <br />2000s when Boaters Outlet stored boats throughout the property and had its business in the 2211 <br />County Road C2 building. After Boaters relocated to 1705 County Road C, the site has seen its <br />share of prohibited storage uses as is evidenced by the aerial photos from 2006, 2008, 2009, and <br />2011 (Attachment E). The storage of semi-trailers on this site is not a grandfathered use. <br />Over the years, the Community Development Department has been enforcing issues on the premises, <br />including the types of uses that occupy the building and site, the condition of buildings (specifically <br />the former truck wash structures), and storage of various prohibited items. In April 2015, the City <br />Planner notified the property owner of a number of zoning infractions on the premises, including the <br />contractor yard, outdoor storage of various goods and materials, and trailer storage (Attachment F). <br />The enforcement of these violations has been put on hold pending the City Council action on the IU. <br /> If the IU is not approved, the applicant will have to immediately remove the trailers stored on the <br />premises.
