Mayor Roe asked individual Councilmem- <br /> bers where they wanted to go from here based on the merits of this discussion ra- <br /> ther than just delegating it to the commission to get if off the City Council's table. <br /> Councilmember Laliberte clarified that her intent was not to move it off the City <br /> Council table; and since the work had already been done and customers had al- <br /> ready taken the hit and rates had been made as transparent as possible, she felt <br /> that had been the right thing to do based on cost. <br /> Councilmember McGehee stated that she still didn't feel the City had a good con- <br /> servation policy; and from her understanding of state statute, that needed to be <br /> addressed by the City. <br /> Mayor Roe noted that discussion had been held before as well. <br /> Councilmember Etten stated he was comfortable with the decisions made by the <br /> City Council on its rate structure for the foreseeable future. <br /> In conclusion, Mayor Roe clarified that there was no direction from the City <br /> Council to the Finance Commission on this topic at this time. <br /> Regarding the water and sanitary sewer funds, Mayor Roe noted one item for the <br /> City Council to consider asking the Finance Commission to look at was interfund <br /> loans. Mayor Roe questioned if the city should continue doing loans between <br /> funds or simply call them transfers and be done with it. Mayor Roe sought Coun- <br /> cil feedback as to whether to charge the Commission with looking at this as a new <br /> topic for further discussion at a future date if so directed by the Council as a <br /> whole. <br /> Councilmember Laliberte opined that she believed reserve funds were tax dollars <br /> already collected from taxpayers, and when legal flexibility is available to use <br /> those funds as needed, she saw no need for a loan as long as they remained within <br /> those recommended changes, supporting a simple transfer versus an interfund <br /> loan with interest. <br /> Councilmember Etten opined that in the end it all goes back to the City Council <br /> for a decision; and the only reason he saw the need for input from the Finance <br /> Commission was if they thought the City Council was breaking a law so-to-speak, <br /> from a financial or accounting perspective. <br /> Chair Schroeder expressed the Commission's willingness to review the current <br /> policy and make a recommendation. <br />
