Regular City Council Meeting <br />Monday, October 19, 2015 <br />Page 10 <br />residents as well as non-residents, and also in use of the facilities by the City or- <br />ganization itself. <br />Speaking to the need for a scheduler, Councilmeinber Etten provided an example <br />of an experience in his family renting a facility several weelcs ago, and the staff- <br />ing resources required through that rental process. Councihnember Etten opined <br />that the inajority of the scheduling had been talcen on by Assistant Parlcs & Recre- <br />ation Director Jill Anfang, outside her already full-time job duties. Councilmem- <br />ber Etten noted the need to balance use and care of the facilities without continu- <br />ing to drain the lifeblood of full-time employees already exceed a 70-80 hour <br />work week. Furthennore, Councilmember Etten noted that soine former park fa- <br />cilities had not been used in this manner in the past due to their poor conditions; <br />and it therefore required someone capable of monitoring use of the buildings on a <br />regular basis. <br />Councilmeinber Willmus echoed the comments of Councilmember Etten; and ref- <br />erenced the comments of City Manager Trudgeon on users of the buildings <br />whether inside or outside the City organization programining itself and the coin- <br />munity and non-residents. <br />Councilmember McGehee clarified that she was not arguing against the position; <br />but was simply seelcing inore detailed information to malce sure sustainability was <br />built into the position; as well as reviewing fees to make sure planning was done <br />going forward. <br />Councilmember Etten noted that City Council had already had a robust discussion <br />on that issue some time ago providing that information. Councilmember Etten <br />further noted that the goal of providing parlc facilities had not been to malce mon- <br />ey only, but to encourage their use and provide an additional benefit to the com- <br />munity. <br />Councilmember Laliberte expressed her interest in seeing who was actually using <br />the park buildings, with the first year now under the city's belt, opining it was her <br />understanding that was why Ms. Anfang had been performing scheduling to track <br />and inonitor usage accurately. Councilmember Laliberte questioned there wasn't <br />already someone in the employee system that couldn't take on those scheduling <br />duties without the addition of another einployee. While sounding rhetorical, <br />Councilineinber Laliberte reiterated her previously stated question as to how the <br />communication functions now having been streamlined had allowed other em- <br />ployees additional time after that burden had been removed. Councilmeinber <br />Laliberte stated that was her question; quantifying the time gained by those ein- <br />ployees freeing them to perfonn other duties such as this, especially using some- <br />one already in the systein who knows programining, the buildings and having that <br />institutional knowledge.
