L'���, <br />�r � <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />� <br />Date: Dec. 7, 2015 <br />Item No.: 14.c <br />City Manager Approval <br />Item Description: Approve Hillcrest Animal Hospital Service Agreement <br />BACKGROUND <br />The Brighton Vet Clinic located in New Brighton, has provided veterinary and impound services <br />for well over three decades to the Roseville Police Department. Effective January l, 2016, the <br />Brighton Vet Clinic will no longer provide contractual veterinary and impound services to local <br />law enforcement agencies. <br />Hillcrest Animal Hospital located at 1320 East County Road D Circle in Maplewood has agreed <br />to provide veterinary and impound services to the Roseville Police Department effective January <br />1, 2016. <br />The service agreement has been reviewed and approved by the Roseville city attorney's office. <br />The Hillcrest Animal Hosptial service agreement is attached for review — see attachment A. <br />At the Monday, November 30th council meeting, the Hillcrest Animal Hosptial Service <br />Agreement was presented to Council. <br />Council questioned staff about local veterinary clinics who maybe able to provide the same <br />service as Brighton Vet Clinic but at a loca] level. <br />Prior to the November 30th council meeting, staff had checked with a number of local as well as <br />metro veterinary services and learned none wanted a municipal animal impound agreement <br />because of liaibility as well as additional responsibilities the contract would place on their <br />employees. <br />Staff learned because metro area veterinary clinics were declining to accept municipal animal <br />impound agreements, the City of Maple Grove was building their own kennals to house their as <br />well as other cities stray domestic animals. <br />Contracting with the City of Maple Grove for their kennel services was considered but later <br />rejected because of the distance as well of the inconvienance it would cause police employees <br />when impounding as well as local residents when reclaiming their pet. <br />At the Monday, November 30th council meeting, council asked staff to add additional contract <br />language to the Hillcrest Animal Hospital agreement which would prohibit the hospital from the <br />� sale of any unclaimed Roseville animal for use in any testing and/or animal research. <br />Hillcrest Animal Hosptial agreed to the language and it was added to the contract under Services <br />paragraph d. <br />Page 1 of 2 <br />
