479 PARKING SPACE: A paved surface located in a permanently maintained area, either within or outside
<br />480 of a building, of sufficient size to store one automobile.
<br />481 PARKING STRUCTURE: A multi-level parking area, wherein one or more levels are supported above
<br />482 the lowest level, and is commonly called a parking garage or parking ramp.
<br />483 PAWN SHOP: Any business establishment operated by a Pawnbroker as defined in Chapter 311 of the
<br />484 Roseville City Code, in which pawn transactions take place.
<br />485 PERMITTED: Designates a use ar structure which may be lawfully established in a particular district,
<br />486 provided it conforms with all requirements and regulations of the district in which it is located.
<br />487 PERSON: The word "person" shall include a corporation, firm, partnership, association, organization,
<br />488 and any other group acting as a unit as well as individuals. It shall also include an executor,
<br />489 administratar, trustee, receiver or other representative appoin�ed according to law. Whenever a
<br />490 violation of any section of the City Code is punishable by a penalty or fine, and whenever the word
<br />491 "person" is used in such section for which a penalty is imposed for such violation, "person" shall
<br />492 include parmers or members of partnerships or associations, and as to corporations, shall include the
<br />493 officers, agents, or members thereof who are responsible for any violation of said section.
<br />494 PERVIOUS PAVEMENT OR PAVERS: Pavement or pavers that are designed and maintained to
<br />495 allow precipitation to infiltrate into the ground, in order to reduce the volume and velocity of storm
<br />496 water runoff . Pervious pavement materials include pervious interlocking concrete paving blocks,
<br />497 concrete grid pavers, perforated brick pavers, and similar materials determined by the City Engineer to
<br />498 qualify.

<br />An active solar energy system that converts solar energy directly into
<br />501 PLACE OF ASSEMBLY: A facility providing for the assembly of persons for interaction as a primary
<br />502 use, including community centers, and religious institutions. Place(s) of assembly do not include
<br />503 community education or art centers, schools, instructional centers, day care facilities, family day
<br />504 shelters, conservatories, convention centers, libraries, museums, residential dwellings, recreational and
<br />505 entertainment facilities, theaters, or social service distribution facilities which fall under separate
<br />506 definitions in this Code.
<br />507 PLANT NURSERY: See greenhouse.
<br />508 PLAY EQUIPMENT: Equipment used by residents of a principal building for on-premises games and
<br />509 sports, including but not limited to swings, slides, climbers, teeter-totters, basketball baskets and
<br />510 backboards, badminton nets, and similar equipment, but not including recreational devices normally
<br />511 utilized off the premises, including but not limited to boats, boat trailers, campers, travel trailers, and
<br />512 snowmobiles.
<br />513 PORTABLE STORAGE LTNITS: A portable structure used for temporary storage of household goods
<br />514 in residential areas.
<br />515 PRINCIPAL: Designates the main use(s) or structure(s) to which the premises are devoted or the
<br />516 primary purpose(s) for which the premises exist.
<br />517 PROPERTY: The word "property" shall include tangible or intangible, real, personal, or mixed
<br />518 property.
<br />519 PUBLIC WAY: Any sidewalk, street, alley, highway, or other public thoroughfare.
<br />520 RECREATIONAL VEHICLE: Any properly and currently licensed vehicular, portable structure which
<br />521 is (a) built on a chassis, designed to be used as a temporary dwelling for travel, recreational and
<br />522 vacation uses; (b) any structure designed to be mounted on a truck chassis for use as a temporary
<br />523 dwelling for travel, recreation and vacation; (c) any portable, temporary dwelling to be used for travel,
<br />524 recreation and vacation, constructed as an integral part of a self-propelled vehicle; and (d) any folding
<br />525 structure, mounted on wheels and designed for travel, recreation and vacation use.
<br />526 RECYCLING CENTER: A facility for the deposit, sorting, or batching, including limited compacting
<br />527 or crushing of recyclable materials, but no further processing of post-consumer recyclable materials.
