Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 18 <br />Ms. Stewart reviewed plans for the actual site in Roseville at County Road B and <br />Albert Street, anticipating preliminary plans for a 60-unit, 3-story building, and <br />displayed a rendering elevation. To-date, Ms. Stewart reported that a local con- <br />sultant had been hired to help in the process; with a preliminary inarlcet study <br />coininissioned by Good Samaritan demonstrating a high need for senior afforda- <br />ble housing in Roseville, consistent with the inarket studies done by the City of <br />Roseville. Ms. Stewart advised that at this point, they were seeking City Council <br />feedback about this type of a project on this particular site. <br />Discussion <br />Councilmeinber Willmus asked for clarification from Ms. Stewart as to the type <br />of financial gap and type of financial assistance being sought. Councilmember <br />Wilhnus also asked how many permanent (e.g. on-site staf�, not only construc- <br />tion-related, were anticipated from this new development. <br />Ms. Stewart responded that at this preliininary point, Good Samaritan would be <br />loolcing for various municipal and county funding to achieve a financing structure <br />for 4% tax credit financing; and noted that with new construction there were more <br />gaps to fill versus rehabilitating an existing stnicture. Regarding staffing, with an <br />anticipated 60-unit facility, Ms. Stewart stated they thought there would be two <br />full-time staff on-site. However, since this is a 55-plus senior building, Ms. <br />Stewart stated that there may be residents moving ar living there who may be yet <br />working in the community. As an example, Ms. Stewart noted several other af- <br />fordable projects (Inver Grove Heights and New Brighton) with Housing & Urban <br />Development (HUD) financing in part that served a younger populations. Ms. <br />Stewart stated they were not yet sure what type of age group would be attracted to <br />this building at this time. <br />Councilinember McGehee opined that this seemed to be the type of housing being <br />aslced for in Roseville; and therefore, offered her support for this type of housing <br />stock at this location. Councilmember McGehee noted that this site offered some <br />of the amenities being sought by seniors seeking rental housing, including restau- <br />rants, library and shopping. Councilmember McGehee expressed some concern <br />in providing safe pedestrian travel in this heavily-trafficked area; noting the need <br />for the City Council to address that issue, whether by bus shelters and/or getting <br />people safely from this site to Har Mar Mall as one example. <br />Councilmeinber McGehee asked if this facility would have underground parking; <br />and if there was any possibility for affordable housing units for a small percentage <br />of those seeking rental housing but under age 55. <br />Ms. Stewart responded that the preliminary plans for this site provided for under- <br />ground parking; but regarding housing units for those under age 55, she noted that <br />
