Those attending included: Bill Mar- <br />czewski, Gary Olson, Katy Otterness and Judy Beardsley. Ms. Barsel noted that <br />her Co-Chair Roseville Fire Department Battalion Chief Greg Peterson and <br />Emergency Manager, Mina Gurung, Mark Nichols and Tiin O'Brien also served <br />on the Taslc Force. <br />During her presentation and as she highlighted the initiatives in undertalcing this <br />taslc force review, Ms. Barsel recognized the authorization received by the Rose- <br />ville City Council to perform this analysis. Ms, Barsel referenced her presenta- <br />tion for more detail (Attachment A), including the Executive Summary provided. <br />Among those preliminary survey results, Ms. Barsel noted five areas of interest <br />and potential remediation actions: 1) advance directive planning, 2) social isola- <br />tion, 3) self-management of health care, 4) transportation, and 5) use of existing <br />senior services. <br />Ms. Barsel advised that the findings of the task force resulted in their recommen- <br />dation to NOT re-establish a Roseville Block Nurse Program, opining it was <br />found unrealistic in today's environment. <br />In response, Ms. Barsel noted that the Task Force had reinvented itself as the <br />Cominunity Health Awareness Team (CHAT); intended to serve as a catalyst, <br />conduit and collaborator to expand selected health-related services, with their four <br />initial efforts provided in the Executive Summary and elaborated on moving for- <br />ward. <br />Ms. Barsel reported that CHAT would focus on the first two identified recom- <br />nlendations first, and were already actively doing so: <br />• Advanced Care Directives — through the Vial of Life, an existing document in <br />use by the Roseville EMS, with an initial ineeting scheduled yet this week <br />with representatives of several applicable agencies <br />• Programs to address social isolation, including a regular column in the City's <br />City News by agreement from City staff to address health-related news in and <br />for the community. <br />In conclusion, Ms. Barsel expressed the Task Force's delight in having accom- <br />plished this analysis, and their enthusiasm in moving forward. Ms. Barsel <br />thanked the City Council for their attention to this issue and for their assistance; <br />expressly recognizing the support of Roseville City Manager Trudgeon and his <br />staff that had proven of much value to the group. <br />Discussion among Task Force members and Councihnembers including repre- <br />sentatives from the City of Owatonna seeking to use Roseville as a model for their <br />own efforts; recognition of the importance of advanced care directives for fami- <br />lies including alerting the person(s) chosen to be responsible for that advanced <br />
